Grant Description
This innovation action supports sustainable diversification of EU aquaculture by developing and demonstrating integrated multi-trophic and organic farming methods and low-trophic edible species. It aims to enhance sector competitiveness, reduce environmental impact through circular feed and life-cycle approaches, boost consumer awareness of nutritional and environmental benefits, and create economic growth and jobs in coastal and rural areas.

Expected Outcomes

Proposals are expected to deliver results that:
• Ensure consumers have access to a wider variety of edible aquatic species produced in the EU and Horizon Europe Associated Countries.
• Provide the aquaculture industry with new or improved technologies to enhance sector competitiveness and profitability.
• Reduce the environmental footprint of aquaculture through resilient, climate-adaptive systems that contribute to climate change mitigation.
• Increase consumer literacy on the nutritional and environmental benefits of aquatic foods.
• Stimulate economic growth and job creation in coastal and rural regions.

Scope Requirements

• Focus on all edible aquatic organisms, with preference for photosynthetic, herbivorous or un-fed (low-trophic) species.
• Preference for fish farming using feed ingredients low in fish meal/oil and/or produced regionally or from circular waste-based streams.
• Apply sustainability principles (circularity, zero waste) via life-cycle assessment and Environmental Footprint methods (Recommendation (EU) 2021/2279).
• Address fair pricing models and region-specific value chains.
• Cover technical research on feeding, breeding, health and welfare; economic viability; consumer acceptance and literacy.
• Analyze regulatory frameworks and legal barriers for novel feeds approval and aquaculture farm licensing.
• Propose collaboration with EMBRC ERIC and accredited labs.
• Take into account outputs from specified FP7, Horizon 2020, Horizon Europe and national/regional aquaculture projects.
• Integrate Social Sciences and Humanities disciplines effectively.
• Plan for international cooperation to deliver mutual benefits.

• Type of Action: HORIZON Innovation Actions (HORIZON-IA); Model Grant Agreement: HORIZON Action Grant Budget-Based (HORIZON-AG).
• Submission: single-stage, opening 06 May 2025, deadline 16 September 2025 17:00 Brussels time.
• Admissibility: comply with page limits and layout (Annex A and E, WP General Annexes; Part B of application form).
• Eligibility: participants from eligible (EU and Associated) countries (Annex B); third-country participants subject to specific rules.
• Financial/operational capacity and exclusion: per Annex C.
• Evaluation: award criteria, scoring, thresholds (Annex D); process and timeline (Annex F).
• Legal/financial setup: per Annex G.
• Use standard application and evaluation forms for HE RIA/IA, and the HE Model Grant Agreement.
• Reference and use the Horizon Europe Programme Guide, WP 2025 Part 9 and Part 14 (General Annexes), Financial Regulation 2024/2509, EU Grants AGA annotated MGA, online manual, terms and conditions and privacy statement.
• Proposals must select and align with the relevant Destination description in WP 2025 Part 9.
