Expected Outcomes

1. Enhanced multi-level cooperation and alignment on research & innovation for sustainable urban development across cities, regions and countries, including international outreach. 2. Strengthened EU role model status in urban R&I and co-leadership of the Urban Transitions Mission under Mission Innovation, with synergies in Africa and other regions. 3. Innovative, cross-sectoral and inclusive urban governance, policy and decision-making harnessing social science and citizen engagement. 4. Integration of emerging mobility and transport services aligned to citizens’ needs and preferences. 5. Fostered sustainable, climate-neutral, safe, resilient, socially inclusive, liveable urban neighbourhoods and services with reduced environmental footprint and net-zero greenhouse emissions. 6. Empowered authorities, businesses, social partners, civil society, knowledge institutions and citizens with capacity, knowledge and skills. 7. Developed efficient urban tools, solutions, methodologies and processes to drive sustainability and climate neutrality transitions. 8. Increased science- and evidence-based implementation of the European Green Deal, Urban Agenda for the EU, Circular Economy Action Plan and other policy frameworks.

Scope Requirements

Proposals must: 1) be submitted by the coordinator of the consortium funded under HORIZON-CL 5-2021-D 2-01-16; 2) describe detailed plans for additional activities (including new partners) that ensure a seamless continuation of DUT’s strategy and action plan, filling gaps in knowledge, evidence, technology, data, capacity and skills; 3) cover DUT co-funded calls for 2025-2027 as defined in the Work Programme; 4) capitalise on Association Agreements, the EU Climate Neutral and Smart Cities Mission and Mission Innovation’s Global Urban Transitions Mission to broaden geographical coverage, expertise and critical mass; 5) elaborate modalities to scale up synergies with Net Zero Cities Mission Platform, Capa CITIES CSA and other EU Missions/platforms (e.g., MIP-4 Adapt); 6) propose concrete actions to enhance collaboration with other Partnerships (CET, Built 4 People, Biodiversa+, 2ZERO, CCAM, EIT Urban Mobility, Water4All) and with UIA, EUI, private funds and public procurement/investment programmes; 7) justify the added value of new activities compared to ongoing actions and account for recent policy and initiative progress.
Additional Conditions for Applicants

Special Conditions

This action will be implemented as an amendment to the existing grant agreement under topics HORIZON-CL 5-2021-D 2-01-16 and HORIZON-CL 5-2023-D 2-01-08. The proposal must be submitted by the current consortium coordinator. Funding rate for additional activities is up to 30% of eligible costs. Financial support to third parties may only be provided as grants, with a maximum of EUR 5 000 000 per individual third party. The action may start retroactively from the submission date, subject to justification. Standard Horizon Europe admissibility, eligibility, financial and operational capacity, exclusion, evaluation, and award conditions apply as per the Work Programme General Annexes. Evaluation will include an invitation to submit an amendment, on behalf of all beneficiaries, if the outcome is positive.
