Grant Description
Grant for private SMEs to equip publicly accessible electric vehicle charging stations and expand charging infrastructure near main roads, fuel stations, transport hubs and ports in the Capital Region to promote alternative fuel use and sustainable urban mobility.
Required Results for Successful Funding

Expected Outcomes

• Indicator RRFCI03: Number of new public and semi-public charging accesses (including high-power for freight and/or buses) commissioned.

• Target: at least 44 new charging access points delivered and operational by 02 Jan 2026 (unit: pieces).

• Registration of all new accesses in the national charging information system with live data feeds.

• Improved charging network density in the Capital Region, facilitating EV uptake and reducing transport sector emissions.

• Enhanced interoperability, user access (ad-hoc payment), and universal design in line with EU AFI goals.

Scope Requirements

• Applicant: private legal entity classified as a small or medium-sized enterprise under LR law and EU definitions, not active in excluded sectors.

• Region: Sostinės regionas (municipalities of Elektrėnai, Trakai, Ukmergė, Šalčininkai, Širvintos, Švenčionys, Vilnius city and district).

• Locations: petrol stations; rail and bus stations; airports; inland waterway and maritime ports; on property owned or legally controlled by the applicant.

• Equipment: brand new EVSE units only; power categories: 11–22 kW, >22–49 kW, >49–149 kW, >149 kW; connectors: Type 2 for ≤49 kW (EN 62196-2:2017), Combo 2 for >49 kW (EN 62196-3:2014); built-in cables on high-power units; IK-10 impact resistance for free-standing units; IP-54 dust/water protection for outdoor units; 24-month factory warranty; compliance with national and EU safety and EMC legislation.

• Universal design & accessibility: clearly visible screens and controls (≤1.2 m height); sufficient space for disabled users (stalls ≥5 m×2.5 m, side clearance ≥1.5 m); ramps where needed; lighting and optional CCTV; easy reach of plugs (≤1.2 m high); load-management (‘smart charging’); ad-hoc payment without prior subscription; 24/7 availability or published operating hours.

• Mandatory registration: each station must be registered in the Public/Semi-Public Charging Access Information System with a unique ID and provide static (location, connectors, owner, operator, power, tariffs) and dynamic data (status, availability, ad-hoc price) via an open or compatible protocol.

• Funding & timing: grant up to 40 % of eligible costs (own contribution ≥60 %); total call budget €602,671.74; maximum per project €602,671.74; no advance payments; eligible costs per simplified unit rates (FĮ-35-01 to FĮ-35-15); activities must start after application and finish by 02 Jan 2026; reimbursement claims upon each completed installation, no later than application deadline.

Special Conditions

• VAT and cross-financing are not eligible.

• No funding for any single station whose installation is already mandated by national AFI law if at least one station of the required power category existed before application.

• Exclusion zones: sites within 100 m of TEN-T road corridors; within boundaries of 18 cities that received EU sustainable mobility plans; within areas covered by approved municipal charging plans (unless plans are not yet approved).

• State aid/de minimis: only de minimis or State aid under Regulation 651/2014; aid intensity in Sostinės region ≤40 % for SMEs; de minimis ceiling €300,000 per enterprise per 3 years; State aid ceiling €3 000 000 per enterprise.

• Procurement & contracting: all public procurements per CPVA rules and national legislation; EVSE installation by a certified installer (Valstybinė energetikos reguliavimo taryba certificate).

• Maintenance & usage: maintenance contract covering entire operational period; repairs within 10 working days; asset kept in serviceable condition for at least 5 years; no sale or transfer for 5 years without JP manager consent.

• Documentation & approvals: prior written notice to JP manager with ESO connection terms; if new grid connection is required, sign grid-connection contract with operator within 12 months and pay connection fees.

• Compliance: GDPR, horizontal principles (sustainable development, non-discrimination, innovation), EU Charter rights, environmental standards and ‘do no significant harm’ under EU Taxonomy.

• Penalties: misleading information or non-compliance requires full repayment of compensation.
