Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to:
• Novel AI-enabled Cloud and Edge management solutions tailored for AI workloads across the cognitive cloud-edge-IoT continuum;
• Strategic industrial cooperation across the Cloud-Edge-IoT cognitive computing continuum to support future hyper-distributed AI applications;
• Seamless and trustworthy integration and interoperability across diverse computing and data environments spanning from core cloud (including HPC) to edge to IoT and across different technology stacks;
• Enhanced openness and open strategic autonomy in the evolving data and AI economies across the computing continuum, validated through key business and societal sectors;
• A guaranteed minimum level of interoperability and portability, thereby facilitating European access to foreign markets.
Funded areas

Scope Requirements

Proposals must address one or more of the following research areas and demonstrate generic applicability across key sectors (manufacturing, healthcare, robotics, transportation, smart cities):
1. Novel mechanisms for efficient AI workflow development, deployment and operation across the Edge-to-Cloud-to-HPC continuum, optimizing performance and resource metrics and incorporating virtualization/orchestration and explainability features;
2. Decentralized and federated continuum tools enabling distributed AI architectures—scheduling, orchestration and placement across a wide range of edge environments (including on-device)—with appropriate security and privacy measures, leveraging techniques such as model/data/hybrid parallelism, data compression, gossip/swarm algorithms, federated training or conditional computing;
3. Cloud and edge processing tools and techniques to minimize AI processing energy consumption and emissions, leveraging hardware accelerators, heterogeneous architectures and energy-optimization techniques (hardware/software approximation).
All proposals must:
• Demonstrate scalability and applicability of the proposed solutions across the computing continuum;
• Develop synergies with activities and outcomes of the Digital Europe Programme and relevant IPCEI initiatives;
• Share communicable results with the European R&D community via the AI-on-demand platform and other digital resource platforms.
Additional Conditions for Applicants

Special Conditions

Participation is limited to legal entities established in EU Member States, Iceland, Norway, Canada, Israel, the Republic of Korea, New Zealand, Switzerland and the United Kingdom. Entities from these countries that are directly or indirectly controlled by non-eligible countries must provide guarantees ensuring no negative impact on the Union’s strategic assets, interests, autonomy or security. High-risk suppliers of mobile network communication equipment (or their affiliates) are excluded. Proposals must comply with Horizon Europe admissibility conditions (page limits, layout), evaluation and award procedures as described in the Work Programme General Annexes. Projects must implement synergies with the co-programmed European Partnership on AI, Data and Robotics and align with Destination 3 objectives (agile, secure data-services and trustworthy AI services).
