Grant Description
Coordination and support action to enhance the capacity and quality of institutional non-profit open access scholarly publishing services across Europe by providing central services, guidance, tools, training and coordination to align to common quality standards, improve staff competences and foster a well-connected network of publishers.

Expected Outcomes

Successful proposals will deliver on the following impacts and outcomes:


• Sustainable, high-quality institutional non-profit open access publishing services:
– Indexed in research information systems.
– Compliant with national research assessment standards.


• Increased capacity in the EU R&I system to conduct open science and establishment of open science as the prevailing research approach.

Projects must contribute to all of these outcomes:

1. Broader range of centrally offered services (European & national level) to develop skills and competencies of institutional non-profit publishers, providing access to tools, technologies and capacity-building support.
2. Increased alignment of services across Europe to commonly agreed quality standards in governance, editorial practices, research integrity, open science policies and technical service efficiency.
3. A well-connected, effective European network of institutional non-profit open access publishers with broad recognition across academic disciplines.
Funded areas

Scope Requirements

Proposals must address the challenges and opportunities of mission-driven, bottom-up institutional non-profit open access publishing by:


• Targeting equitable, transparent, high-quality scholarly publishing models where authors pay no fees and publications are indexed in research information systems, meeting national research assessment standards.

• Enhancing institutional capacity for open science and establishing it as the prevailing research approach in the EU R&I system.

• Aligning services across Europe to commonly agreed quality standards covering:
– Ownership and governance structures.
– Editorial and peer-review policies.
– Research integrity and ethics compliance.
– Open science policies and technical efficiency.

• Providing coordinated, ongoing central support (services, resources, toolkits, coordination) at European level to improve service quality and alignment.

• Improving the skills and competences of publishing staff through structured training and exchange programmes.

• Building and sustaining a well-connected European network of institutional non-profit publishers with broad disciplinary recognition.

• Building upon and valorising outputs from specified previous projects (e.g. HORIZON-WIDERA-2021-ERA-01-43, HORIZON-WIDERA-2022-ERA-01-42, HORIZON-INFRA-2022-EOSC-01-02, HORIZON-WIDERA-2024-ERA-01-08).

• Addressing both article and monograph/book publishing workflows.

• Ensuring complementarity across levels (EU, national, institutional) and actors (public research organisations, libraries, consortia).

• Limiting project duration to a maximum of 3 years.
Additional Conditions for Applicants

Special Conditions

Admissibility and eligibility conditions:

• Proposal page limits and layout as per Annex A & E of the Horizon Europe Work Programme General Annexes and Part B of the Application Form.

• Eligible participants: legal entities established in EU Member States or Horizon Europe Associated Countries.

• Consortium composition: at least 3 independent legal entities each in a different MS/AC, with at least 2 entities established in an EU Member State.

• Financial and operational capacity assessed per Annex C.

• Maximum financial support to third parties: €60,000 per third party (grants only) as per Annex G.

Evaluation and funding:

• Single-stage submission (opening 15 May 2025; deadline 18 Sept 2025, 17:00 Brussels time).

• Evaluation criteria, scoring and thresholds per Annex D; submission and evaluation procedures per Annex F.

• Model grant agreements and application/evaluation form templates specific to HE CSA.

• Indicative budget for HORIZON-WIDERA-2025-06-ERA-01: €26 000 000 for ~13 grants (€1.5–2 M each).

• Projects must align with the Horizon Europe Programme Guide and relevant EU regulations (Financial Regulation 2024/2509, Grant Agreement, etc.).

• Duration of action must not exceed 3 years.
