• Healthcare professionals at all stages gain access to user-centric, robust, trustworthy Generative AI virtual assistants, enhancing safety, efficiency and personalization of care.
• Cross-country methodologies to facilitate acceptability, uptake and public trust of AI-based virtual assistants.
• Patients experience improved outcomes, more personalized care, greater engagement, better access to health information and communication with providers.
• Healthcare systems achieve superior, cost-effective patient outcomes over standard of care, with increased accuracy, safety, transparency, traceability and explainability, leading to cost savings and sustainable, resilient health service delivery.
Funded areas

Scope Requirements

• Multidisciplinary consortia including industry (EU industrial developers and startups), academia, healthcare professionals, patients, caregivers and SSH experts.
• Focus on Generative AI models developed in the EU and Associated Countries, with open-source approach when feasible.
• Adherence to FAIR data principles and GDPR‐compliant processes, leveraging best practices from European research infrastructures.
• No expansion of health data or AI infrastructure; instead exploit existing/emerging infrastructures (European Health Data Space, European Genomic Data Infrastructure, Cancer Image Europe, EOSC, EBRAINS, AI factories).
• Training models on diverse multimodal data, including multiple EU languages for inclusivity.
• Synergies with relevant Horizon Europe and Digital Europe projects and missions (e.g., Rare Diseases, Cancer Mission), adopting federated data‐management/access recommendations where applicable.
• Inclusion of SSH disciplines to enhance societal impact.
• Budget allocation for future joint networking and best-practice exchange activities.
• Clinical studies detailed in dedicated annex if applicable.
Additional Conditions for Applicants

Special Conditions

• Entities assessed as high-risk suppliers of European communication networks are ineligible.
• US entities eligible for funding; JRC may join as consortium member post-award.
• Copernicus and/or Galileo/EGNOS must be used if satellite data are involved.
• Include budget for unspecified joint collaboration activities.
• Collaboration with AI factories encouraged under specific access terms.
• Proposals must consider JRC involvement for regulatory science interface.
• Any clinical study must follow template in submission system.
• Evaluation thresholds: Excellence ≥4, Impact ≥4, Implementation ≥4, total ≥12.
• Adhere to Horizon Europe MGA and general annexes for admissibility, eligibility, exclusion, evaluation, and reporting requirements.
