This call supports transnational projects to accelerate energy renovation and improve building performance data across the European Union. Required Results for Successful Funding

Expected Outcomes

Scope A outcomes:

• Significant increase in the number and rate of standard and deep energy renovations

• Demonstrated reduction in renovation costs and time per building, with cost-effective, scalable business models

• Aggregated demand strategies triggering new investments in building energy renovation

• Measurable improvement in companies’ technical capacity and uptake of new products, materials and processes

• Adoption of industrialised and digitalised renovation processes across multiple actors in the supply chain

Scope B outcomes:

• Improved accuracy, reliability and market uptake of Energy Performance Certificates, evidenced by new EPC schemes and references used by public and private stakeholders

• Deployment of enhanced inspection and assessment tools for EPCs, Renovation Passports and SRI, demonstrating better quality and cost-effectiveness

• Increased availability, quality and use of building performance data by financial institutions, service providers and owners to enable innovative financing products

• Successful roll-out of Renovation Passports aligned with national EPBD frameworks, supported by demand-creation measures

• Robust data-integration methodologies facilitating measurement and monetisation of energy savings, comfort improvements and co-benefits

Common Clean Energy Transition sub-programme impacts:

• Primary and final energy savings (GWh/year)

• Renewable energy generation (GWh/year)

• Reduction of greenhouse gas emissions (t CO2-eq/year)

• Cumulative investments in sustainable energy triggered (million EUR)

• Demonstrated quantification of impacts at project end and five years thereafter.
Funded areas

Scope Requirements

1. Choice of one evaluation scope (A or B) clearly identified in the proposal; any cross-scope approach must be explicitly justified.
2. Transnational implementation: activities must be carried out in more than one eligible country.
3. For Scope A: projects must address one or both of the following areas:

• Increasing renovation rates via demand aggregation, replicable business models and performance guarantees

• Improving construction-sector company capacity and productivity through industrialised processes, digitalisation and circular materials
4. For Scope B: projects must address one or more of:

• Enhancing EPC data quality, consistency and reliability via new assessment methods and data sources

• Improving transparency and market value of EPCs and RPs; rolling out Renovation Passports compatible with national EPBD schemes

• Digital tools for coordinated EPC/RP/SRI assessments

• Methodologies to collect and integrate building performance and energy data to support financing
5. Quantification of results and impacts using provided indicators (and any project-specific indicators) at end of project and 5 years post-project.
6. Alignment with the EU Renovation Wave strategy, revised EPBD and New European Bauhaus principles; exploration of synergies with Horizon 2020/Europe projects.
7. Consortium composition:

• Minimum of three independent beneficiaries from three different eligible countries (mandatory for Scope B; recommended for Scope A).

Special Conditions

• Single-stage submission by 23 September 2025, 17:00 Brussels time.

• Funding rate: up to 95% of eligible costs.

• EU contribution considered appropriate up to €2 million (other amounts may be proposed).

• Proposals must respect page limit and layout rules (Part B of the application form).

• Eligible countries, financial/operational capacity and exclusion criteria as per sections 6 and 7 of the call document.

• Award criteria, scoring, thresholds and evaluation timeline defined in sections 8–9 of the call document and the Online Manual.

• Legal and financial set-up governed by LIFE Regulation (2021/783), EU Financial Regulation (2024/2509) and the LIFE MGA.

• Proposals need not address all listed impacts and indicators but must establish clear causality between activities, results and impacts.

• Beneficiaries must comply with EU Grants AGA, Model Grant Agreement and portal terms and conditions.
