What is the Enhanced CNS capabilities Call?
Expected Outcomes
• IR-3-01 Next Generation ATC Platform: fully leverage aircraft capabilities; implement resilient integrated CNS/MET-as-a-service; enable data-sharing delivery models; synchronize traffic; meet military, IAM, HAO and U-space requirements.
• IR-3-09 CNS Capabilities for ATM Robustness: improve navigation and surveillance (DFMC GBAS, MLAT, secure ADS-B); deliver CNS-as-a-service; enhance core en-route and TMA ATS platforms to consume CNS data as a service.
Deliverables include high-TRL prototypes or validated service segments, operational concept definitions, business models, technical requirement specifications, and standardization-ready outputs.
Scope Requirements
• Align fully with the European ATM Master Plan and contribute to IR-3-01 (Next Gen ATC) and/or IR-3-09 (CNS robustness) expected outcomes.
• Address one or more of the illustrated research elements or other justified topics that advance the call’s objectives.
• Demonstrate TRL 6 readiness (or separately assess space segment, space network and ground segment maturity and risks) and plan end-to-end validation.
• Define detailed future operations concepts, service definitions and business models, including technical requirements (spectrum, redundancy, equipage, cybersecurity).
• Leverage and reference ongoing SESAR 2020 guidance and projects (CNS-DSP, PJ.14-W2-76; MITRANO; FCDI 0338; SESAR 0336) where relevant.
• Develop or update standardization deliverables (ICAO SARPs for GAST-E, EUROCAE/RTCA MOPS, implementation guidelines) and support accelerated certification.
• Ensure backward compatibility and interoperability with existing CNS/ATM systems and consider civil/military dual-use aspects.
Special Conditions
Funding rate fixed at 70%; eligible costs on lump-sum basis. Beneficiaries must be from eligible countries per HE Annex B; EU communication network protection restrictions apply.
Evaluation criteria: Excellence 40%, Impact 40%, Implementation 20% (see BAWP 2024-25 Annex III §2.5). Max project duration 36 months. Linked actions (SESAR-2022-DES-IR-01, DES-ER-01) require collaboration agreements.
Dissemination: royalty-free, timely sharing of relevant results with all grants under this call. Exploitation: FRAND reuse, non-exclusive royalty-free licensing for standardization, mutual background/results access for linked actions. Call-specific application forms and compliance with HE WP Annexes A-G are mandatory.
