Required Results for Successful Funding

Expected Outcomes

Projects are expected to deliver:
• GPAI models and architectures demonstrating enhanced capabilities in formal reasoning, mathematical problem-solving, confidence level estimation, long-term planning and seamless adaptation to dynamic, non-stationary environments
• Innovative learning approaches combining self-supervised learning with hybrid, active, reinforcement, transfer, relational, continual or evolutionary learning
• Theoretical insights advancing understanding of synergies between self-supervised and complementary learning paradigms
• Demonstrators and use-cases in strategic European sectors (robotics, healthcare, mobility, manufacturing, energy, science) showing productivity gains, improved decision-making and contributions to climate neutrality through energy efficiency
• Robust XAI methodologies (causal inference, counterfactual reasoning) fostering transparency, accountability and alignment with European values and the AI Act
• Benchmarks, KPIs and participation in international evaluation contests validating model performance and informing further research
• Open access to research outputs, data and software, and dissemination via the AI-on-demand platform and other digital resources
• Strengthened European AI, data and robotics ecosystem through interdisciplinary collaboration and cohesion with ADRA and the Gen AI 4 EU central hub
Funded areas

Scope Requirements

• Address core limitations of current large-scale AI models: poor adaptability to real-world environmental changes, limited formal reasoning, multi-step planning, mathematical problem-solving, and lack of self-awareness/confidence estimation
• Leverage self-supervised learning combined with at least one of: hybrid learning (symbolic reasoning, knowledge representation, neuro-symbolic methods), active learning, reinforcement learning, relational learning, continual learning, evolutionary learning or physics-based learning
• Focus on at least one key research area: – Hybrid Learning Architectures for Advanced Reasoning – Continual and Evolutionary Learning for Dynamic Environments – Reinforcement Learning Integration with Self-Supervision – Explainable AI and Trustworthy Decision-Making (causal inference, counterfactual reasoning) – Other Novel Paradigms (active, relational, embodied learning)
• Demonstrate a balanced approach between foundational theoretical advances and practical applications aligned with EU values and the AI Act
• Form interdisciplinary consortia combining AI, domain experts, ethics and social sciences to accurately assess capabilities, risks and stakeholder concerns
• Implement robust mechanisms for progress assessment: KPIs, benchmarking, international contests, illustrative use-cases with clear added value
• Ensure Open Science compliance: open access to publications, data and software unless justified otherwise
• Share communicable outputs via the European AI, Data and Robotics ecosystem (AI-on-demand and other platforms)
• Build synergies with existing Horizon Europe, Digital Europe Programme and other national/regional initiatives
Additional Conditions for Applicants

Special Conditions

• Submission: single-stage, Horizon Europe RIA budget-based action (HORIZON-AG model grant agreement), page limits per Annex A/E and Part B of the application form
• Eligibility: participation limited to legal entities established in EU Member States, Iceland, Norway, Canada, Israel, Republic of Korea, New Zealand, Switzerland and the United Kingdom
• Entities controlled by non-eligible countries or deemed high-risk mobile-network suppliers must provide guarantees on governance, IP ownership, infrastructure control and information security to protect EU strategic assets, interests, autonomy and security
• Must allocate tasks for cohesion activities with the co-programmed European Partnership on AI, data and robotics (ADRA) and the Gen AI 4 EU Central Hub (CSA HORIZON-CL 4-2025-03-HUMAN-18)
• Proposals should develop synergies and complementarities with relevant projects under Horizon Europe and the Digital Europe Programme
• Adhere to Horizon Europe rules on financial and operational capacity, exclusion, open science, data management and grant agreement conditions
