Grant Description
The call supports the development of interoperable, technology-driven innovations to improve on-site construction and demolition operations by reducing time, errors, waste and safety risks, while integrating circular economy practices and enabling traceability and business exploitation strategies.

• Contributions to standardisation and synergies with relevant EU initiatives, reinforcing Europe’s leadership in circular, digital and climate-neutral industrial value chains.

Scope Requirements

• Develop interoperable, safety-compliant technologies building upon existing industry practices (Digital Twins, BIM).
• Improve efficiency and speed of site operations without compromising worker safety.
• Implement full traceability of construction products and consumables across delivery, installation and removal, including off-site coordination where relevant.
• Integrate circular economy principles: waste prevention, management and recovery of construction and demolition waste through reuse, preparing for reuse and recycling.
• Introduce new operational methods to minimise errors, accidents and manage unexpected disruptions.
• Embed human-centric and SSH aspects in tool development, leveraging social innovation mechanisms for market uptake.
• Include a comprehensive business case and exploitation strategy aligned with the Destination’s requirements for TRL advancement and full-scale deployment in the EU.
• Optionally contribute to relevant standardisation activities.
• Seek synergies with EU-funded projects (e.g. New European Bauhaus, Built 4 People) and Destination 1 or Destination 2 objectives as selected from the Work Programme.
Additional Conditions for Applicants

Special Conditions

• Legal entities established in China are ineligible.
• Lump sum funding model under HORIZON-AG-LS; eligible costs defined in the Lump Sum decision.
• Blind evaluation pilot for first-stage proposals: no disclosure of organisation names, acronyms, logos or personnel in abstracts/Part B.
• Admissibility, eligibility, financial and operational capacity, and exclusion criteria as per Annexes A–C of the Horizon Europe General Annexes.
• Evaluation and award procedures, scoring and thresholds per Annexes D and F; use specified application and evaluation form templates.
• Participants from non-associated countries must follow special provisions in the Programme Guide.
• Projects must prepare a credible exploitation strategy addressing investment needs, skills, value-chain integration, product robustness, industrial integration and user acceptance, with a path to TRL 6–7 and beyond.
• Where relevant, develop scalable training materials for workforce upskilling (potential ESF+ upscaling).
