What is the Enhancing the NCC Network Call?

Grant Description
Support the operation of National Coordination Centres to strengthen the European cybersecurity ecosystem by fostering the Cybersecurity Competence Community, accelerating the cybersecurity industry, facilitating access to market and finance, promoting awareness and education, and enabling uptake and scale-up of state-of-the-art cybersecurity solutions.
Required Results for Successful Funding

Expected Outcomes

Depending on each NCC’s chosen activities, projects are expected to deliver one or more of the following outcomes:
• A network of national initiatives accelerating the EU cybersecurity industry and facilitating access to market and finance, including dual-use technologies
• European frameworks and best-practice models for establishing national cybersecurity incubators and accelerators
• A Cybersecurity Community Observatory to inform ECCC and NCC policy interventions
• Matchmaking events and platforms to create connections, build trust and support access-to-finance and market activities
• A strengthened Cybersecurity Competence Community supporting the ECCC, with maintained registration mechanisms for candidate entities
• Technical assistance services for ECCC call applicants, leading to increased quality and number of applications
• Measurable uptake of state-of-the-art cybersecurity solutions by SMEs and other stakeholders, with enhanced cybersecurity capacities
• Synergetic activities strengthening the NCC role and ensuring cross-European coherence in awareness, education, training and campaigns
• Centralized collection and sharing of best practices in cybersecurity awareness targeting children, young professionals, students, teachers and parents, with gamified and crossover educational solutions
• Platforms under the .eu domain integrating existing tools, offering a marketplace for cybersecurity products and services, and providing retrieval of NCC community member information
• Deliverables supporting the implementation of the Cyber skills Academy and activities for the EU Cybersecurity Challenges
• Increased number of students engaged in cybersecurity courses and research, growth in cybersecurity career choices among youth, and a community of young cybersecurity ambassadors
Funded areas

Scope Requirements

- Eligible applicants: National Coordination Centres recognised by the Commission under Regulation (EU) 2021/887, with proven capacity to manage sensitive information and EU funds
• Individual NCCs may select one or more activities from the call; no obligation to execute all listed actions
• Actions must align with EU cybersecurity legislation (Directive (EU) 2022/2555 NIS 2, Cyber Resilience Act, Cybersecurity Act) and national cybersecurity strategies
• Projects must avoid duplicating existing EU or national initiatives, ensure synergy with ENISA, other EU bodies and ongoing projects
• Use of Financial Support to Third Parties requires prior procedure defined by the Granting Body
• All activities must comply with the Financial Regulation, Article 204 (FSTP conditions), and adhere to sound financial management and conflict-of-interest rules
• Applicants must securely handle sensitive cybersecurity information and pre-empt undue foreign influence or control
Additional Conditions for Applicants

Special Conditions

- Admissibility: Proposals must respect page limits and layout specified in Section 5 of the call document and Part B of the Application Form
• Eligibility: Applicants must be from eligible countries (27 EU Member States, Iceland, Norway) and meet other criteria in Section 6 of the call document
• Financial and operational capacity checks and exclusion criteria apply per Section 7
• Evaluation and award: Submission, evaluation procedures in Section 8; award criteria, scoring thresholds in Section 9; indicative evaluation and grant agreement timeline in Section 4
• Legal and financial set-up: Grant rules defined in Section 10 and the DEP Model Grant Agreement
• Participation of non-EU entities is restricted under Article 12(5) of Regulation (2021/694) to mitigate security risks
• Coordination with national NCPs and compliance with portal terms, conditions, data privacy and LEAR validation procedures
• Dedicated FSTP procedure to be published by the Granting Body before call launch
