Required Results for Successful Funding

Expected Outcomes

In line with the industrial carbon management strategy and zero-pollution objectives, proposals will: 1) Support deployment of safe and sustainable by-design bio-based solutions and supply of sustainable biogenic carbon; 2) Enhance knowledge among bio-based industries and value-chain stakeholders of environmental impacts on air, water and soil quality, biodiversity and climate arising from primary biomass production; 3) Enable public authorities, farmers, advisors and economic actors to access and apply best practices for sustainable crop production for industrial uses; 4) Contribute to the zero-pollution ambition by underpinning preventive measures in bio-based industries; 5) Foster international cooperation and multi-actor engagement to scale up sustainable, by-design bio-based solutions globally.

Scope Requirements

• Focus exclusively on primary biomass production for non-food/non-feed, non-biofuel/bioenergy bio-based value chains within EU/Associated Countries.
• Exclude full product life-cycle analyses and waste/residue valorisation.
• Identify relevant primary agricultural crops at EU/Associated scale.
• Collect data on traded volumes, origins, land use types, pedo-climatic zones and cultivation practices.
• Analyze environmental impacts using literature sources and Environmental Footprint methods (Recommendation (EU) 2021/2279).
• Quantitatively assess: (i) greenhouse gas emissions/savings and carbon footprint (including temporary removals), (ii) nitrogen and phosphorus emissions to air/water/soil, (iii) land use and land-use change effects on carbon sinks, (iv) water use, (v) biodiversity and ecosystem services, (vi) energy consumption, (vii) other air/water/soil quality impacts.
• Account for geographic/climatic variability.
• Conduct stakeholder consultations.
• Derive best practices and modalities to share them with stakeholders.
• Integrate a dedicated task to coordinate and exchange findings with recent/ongoing projects (e.g. MIDAS, Margin Up).
• Employ a multi-actor approach.
• Encourage international cooperation, especially with Latin America and the Caribbean.

• Type of action: HORIZON Coordination and Support Action (HORIZON-CSA).
• Lump sum grant model under MGA HORIZON-AG-LS.
• Single-stage submission by 17 September 2025, 17:00 Brussels time via the Funding & Tenders Portal.
• Eligibility: entities from EU Member States and Associated Countries (see WP General Annex B).
• Budget: ~€2 million total for this topic.
• Adhere to page limits and layout as per Annex A/E and Application Form Part B.
• Compliance with Annexes C–G (financial capacity, evaluation, grant setup) and Lump Sum Decision (7 July 2021).
• Proposals must select and address the relevant Destination (“Clean environment and zero pollution”) and its expected impacts.
• Exclude crops for food/feed, biofuels/bioenergy and waste/residue valorisation.
• Mandatory use of Recommendation (EU) 2021/2279 for Environmental Footprint.
• Include a task to liaise with and disseminate results to MIDAS and Margin Up consortia.
• Encourage stakeholder involvement across the value chain and international partners (notably Latin America and Caribbean).
