Expected Outcomes

• Establish a federated EOSC as a distributed system of independently managed nodes that collaborate via common federating capabilities, ensuring resilience and scalability.

• Provide researchers with unified support to integrate their research environments into the EOSC federation, streamlining alignment of research practices with the EOSC ecosystem and improving accessibility, interoperability and service quality across thematic and geographic domains.

Scope Requirements

• Build on previous INFRAEOSC results to further develop a cross-domain EOSC federation through a network of thematic or geographic EOSC nodes.

• Demonstrate ability to assess and address existing gaps in federating capabilities at technical, legal and organisational levels.

• Adhere to EOSC governance structure, federation policies and capabilities (EOSC tripartite governance, Federation Handbook, EU Node reference architecture, interoperability framework).

• Address business models, service-management procedures, technical and semantic interoperability.

• Propose a credible sustainability plan beyond project lifespan, including takeover or replication of the EOSC EU Node federating role.

• Satisfy and exceed minimal node requirements (legal status, large-scale quality service provisioning, capacity to onboard third-party services, capacity to contribute/take over federating capabilities, adoption/integration of federation rules and best practices, monitoring and reporting).

• Integrate and offer core federating capabilities pioneered by EOSC EU Node.

• Contribute to a coordinated strategy for evolving and sustaining federated governance by collaborating with other node operators, facilitating identification, selection and enrolment of new nodes.

• Enrich onboarding and enrolment guidelines and best practices.

• Evolve and refine EOSC federation specifications (governance, operations, sustainability, technical interoperability).

• Designate and train EOSC node operators for high-level federation responsibilities.

• Develop and run community engagement and support programmes around EOSC nodes and ecosystem.
Additional Conditions for Applicants

Special Conditions

• Admissibility: comply with page limits/layout (Annex A & E of WP General Annexes; Part B of Application Form).

• Eligible participants: entities from EU Member States and associated countries; some third-countries may participate under specific provisions (see Annex B and Programme Guide).

• Other restrictions: participant activities subject to rules for protection of European communication networks.

• Financial and operational capacity and exclusion criteria as per Annex C of WP General Annexes.

• Evaluation: use standard Horizon evaluation criteria (Annex D) and award additional weight under Impact for coordination with EOSC governance and Partnership (Annex F).

• Financial support to third parties (FSTP) only via grants; max €60 000 per third party; budget only covers onboarding costs.

• Access rights: beneficiaries must grant royalty-free access to results to EOSC Association for monitoring and policy development; provide necessary information; grant non-commercial IP access to entities in Member/associated states; deposit digital research data in a trusted repository federated in EOSC.

• Proposals must use call-specific Application Form, Evaluation Form templates and follow Model Grant Agreement provisions.

• Compliance with EU Financial Regulation, Horizon Europe MGA, Programme Guide, and General Annexes.
