Research and innovation actions to advance understanding and monitoring of multiple marine pollutants, their cumulative effects on marine ecosystems and human health, develop new analytical tools and sensors, support implementation of EU water and marine protection directives, and reinforce EU–India research cooperation.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to:

• Improved scientific understanding of the interplay between different marine pollutants, their “cocktail effect” and degradation pathways on marine organisms and ecosystems.

• Enhanced knowledge of the risks and cumulative impacts of various pollutants on marine organism health and ecosystem functioning, and downstream implications for human health.

• Better-informed policy-makers, with deeper insight into how climate change, biodiversity loss and pollution interact to affect marine life.

• Reinforced cooperation between European and Indian research and innovation communities on marine litter and plastics pollution, including cumulative effects with other pollutants, thereby strengthening bilateral strategic partnerships.

Scope Requirements

Proposals must:

• Address the cumulative effects of multiple classes of marine pollutants and their interactions with climate change, explicitly covering POPs, pharmaceuticals, PFAS, heavy metals, micro-/nano-plastics, nanomaterials, biodegradable products, microbiological contaminants, pesticides, fertilisers and nutrients.

• Examine gender- and age-specific human health implications under a One-Health framework.

• Support implementation of EU legislation and policies: Marine Strategy Framework Directive (Commission Decision (EU) 2017/848), Water Framework Directive, EU Zero Pollution Action Plan, EU Biodiversity Strategy for 2030, Nature Restoration Regulation, Single Use Plastics Directive evaluation, planned Global Agreement to End Plastic Pollution, and the UN Decade of Ocean Science for Sustainable Development.

• Contribute to the zero-pollution ambition of Destination “Clean environment and zero pollution” in the 2025 Work Programme, aligning with its impacts and objectives.

• Demonstrate significant bilateral cooperation with India, including at least one associated Indian partner, and leverage co-funding from the Ministry of Earth Sciences of India for those partners.

• Liaise with and, where relevant, use services of European research infrastructures (ESFRI) and build on outcomes of related Horizon Europe topics (e.g., HORIZON-CL 6-2025-02-CLIMATE-02) and other EU Missions and partnerships.

Special Conditions

• Type of Action: Horizon Research and Innovation Action (RIA).

• Grant model: Horizon Lump Sum Grant (HORIZON-AG-LS). Eligible costs are covered by a lump sum as per the Decision of 7 July 2021.

• Consortium composition: must include at least one legal entity established in India acting as an associated partner (only Indian entities may participate as associated partners).

• Indian associated partners may receive co-funding from the Government of India (Ministry of Earth Sciences).

• Single-stage submission via the Funding & Tenders Portal; deadline 17 September 2025, 17:00 Brussels time.

• Admissibility, eligibility, financial and operational capacity, exclusion, evaluation criteria and procedures, and legal/financial setup follow Horizon Europe General Annexes (Annex A–G) and the Horizon Europe Programme Guide.

• Proposals must respect page limits and layout defined in the topic-specific Application Form.

• Applicants are encouraged to liaise with National Contact Points, the European IPR Helpdesk, and relevant standardisation bodies (CEN-CENELEC, ETSI).
