What is the European Network of Factcheckers Call?

Grant Description
This call supports strengthening the capacity and coverage of the European fact-checking community by maintaining and further developing the European Digital Media Observatory platform, expanding language coverage and operational capacity in fact-checking. Funded activities include collaboration activities, peer-to-peer support, technical infrastructure and targeted trainings to fight disinformation and increase resilience.
Required Results for Successful Funding

Expected Outcomes

By the end of the grant period, the funded network and platform enhancements will have:
• Increased the overall fact-checking capacity and continuous coverage across all EU official languages, and extended services to candidate and accession countries;
• Maintained and further developed the European Digital Media Observatory (EDMO) platform as a central hub for fact-checking collaboration, data sharing and research;
• Deepened operational cooperation between fact-checkers, researchers and media literacy practitioners, fostering faster joint investigations and cross-border fact-checking campaigns;
• Generated new technical tools and infrastructure that improve the efficiency, reach and quality of fact-checking work;
• Delivered targeted training and mentoring programmes that have equipped media professionals and new fact-checking organisations with necessary skills;
• Contributed to a better understanding of disinformation dynamics through shared monitoring and analytics;
• Enhanced the resilience of media practitioners and citizens against disinformation, thereby strengthening European democratic systems.
Funded areas

Scope Requirements

Proposals must aim to strengthen and broaden the capacity and operational reach of the European fact-checking community by:
• Building on existing platforms and networks (notably the European Digital Media Observatory – EDMO – and EFCSN) and further developing the EDMO technical and organisational infrastructure;
• Expanding fact-checking coverage to all EU official languages and to candidate and accession countries, taking into account specific regional vulnerabilities to disinformation and external interference;
• Fostering operational cooperation among fact-checkers, researchers and media literacy practitioners at EU and national levels;
• Ensuring multi-disciplinary engagement to monitor, analyse and counter disinformation across the information ecosystem;
• Proposing sustainable, scalable models for third-party financial support to local fact-checking entities;
• Demonstrating clear mechanisms for quality assurance, independence and transparency in line with EFCSN standards.

Special Conditions

Admissibility and eligibility requirements as set out in the call document must be strictly observed: 1. Admissibility Conditions (Section 5): Proposal page limits, layout and formatting requirements (see Part B of the Application Form). 2. Eligible Countries (Section 6): Only organisations from EU Member States and associated third countries may participate; coverage of candidate and accession countries is encouraged. 3. Other Eligibility Conditions (Section 6): Legal status, consortium composition, and minimum participation rules. 4. Financial and Operational Capacity (Section 7): Applicants must demonstrate sufficient technical, financial and managerial resources; exclusion criteria apply. 5. Evaluation and Award (Sections 8 and 9): Proposals will be evaluated against relevance, impact, quality and efficiency criteria, with specified scoring thresholds. Indicative timeline for evaluation and signature of grant agreements described in Section 4. 6. Legal and Financial Set-Up (Section 10): Model Grant Agreement (DIGITAL-AG), financial rules, reporting and audit obligations. 7. Compliance with EFCSN independence and transparency standards and coordination with the European Democracy Shield.
