Call to fund the installation and expansion of publicly accessible electric vehicle charging infrastructure by large private enterprises in Central and Western Lithuania at key transport nodes to enhance regional EV charging coverage.

Scope Requirements

• Applicant: private legal entity classified as a large enterprise under Lithuanian law (excluding ineligible sectors per Regulation (EU) 651/2014).

• Region: municipalities and cities in Central and Western Lithuania as listed in the call (e.g., Kauno, Klaipėdos, Šiaulių, Alytaus etc.).

• Locations: existing fuel stations, railway and bus stations, airports, inland waterways and seaports on applicant-owned property.

• Equipment: must be new, never previously used; AC and DC charging stations complying with EU and national connector and safety standards (EN 62196-2, EN 62196-3); stationary cables for >49 kW.

• Registration: all stations must obtain unique IDs and be registered in the national Public and Semi-public EV Charging Points Information System, providing required static and dynamic data via open or compatible protocols.

• Funding: 01 Grant covering up to 35 % of eligible costs; minimum 65 % own financing. Total call budget EUR 1,418,866.78; maximum per project the full amount. Eligible costs defined by simplified unit cost registry. No advance payments. Project duration until final payment by 2 Jan 2026.

• Aid regime: State aid under Regulation (EU) 651/2014 or de minimis aid, respecting sector, intensity and cumulation limits (max. EUR 3 million under State aid or EUR 300 000 per 3-year period under de minimis).

Special Conditions

• Excluded locations: along TEN-T corridors within 100 m; in municipalities with SUMP plans for 18 specified cities; sites identified in approved local EV charging plans; any facility already meeting legal EV charging obligations (fuel stations, stations, ports).

• Technical: power classifications must obey defined ranges; at least one Euro-standard connector per station; smart charging and real-time metering; ad-hoc payment capability; 24/7 or published operating hours; clear pricing information; internet connectivity (LAN, BT, 4G); signage and accessibility markings.

• Accessibility and safety: universal design for all users; parking layout, dimensions and clearance zones per guidelines; lighting and optional CCTV; IP54 and IK10 ratings for outdoor and free-standing units; 24-month factory warranty; maintenance contract with ≤10 working day repair SLA; certified installer required.

• Procurement and compliance: all public procurements per Project Rules; construction per national building regulations; environmental and Natura 2000 assessments where required; horizontal principles (sustainable development, non-discrimination, innovation, climate obligations); rights of ownership and data retention.

• Post-implementation: five-year continuity of operation; no sale or transfer of funded equipment without prior consent; document retention 10 financial years; repayment of aid if false information or non-compliance (except force majeure).
