Required Results for Successful Funding

Expected Outcomes

Projects should contribute to all of the following:
1. New analysis and evaluation of education policy measures.
2. Increased use of social sciences and humanities research evidence by education and training policymakers and practitioners.
3. Enhanced culture of research and evaluation in education policymaking and among practitioners.
4. Improved understanding of which types of expertise and institutional settings most effectively inform education policies and practices with evidence.
Funded areas

Scope Requirements

Proposals must:
1. Address the European Education Area target of reducing the share of low-achieving 15-year-olds in reading, mathematics and science below 15% by 2030, with attention to socio-economic disparities.
2. Analyse and evaluate policy measures at at least one education level, focusing on transitions from prior and to subsequent levels.
3. Cover either general measures for all learners or targeted/individualised support in inclusive settings.
4. Involve authorities responsible for education and training policy to ensure access to and cooperation over administrative and survey data.
5. Adopt a mixed-methods approach combining qualitative and quantitative analyses.
6. Optionally include experimental designs (randomized trials) or quasi-experimental methods to test intervention effectiveness.
7. Optionally deploy participatory research engaging stakeholders in co-design and evaluation.
8. Enhance interdisciplinary collaborations among education researchers across SSH, arts and humanities, and integrate policymaker and practitioner perspectives.
9. Leverage European Open Science Cloud federated infrastructures and relevant Data Spaces for data and services.
10. Ensure that project data comply with FAIR principles.
Additional Conditions for Applicants

Special Conditions

- Funding awarded as lump sum grants under Horizon Europe; eligible costs defined by the 7 July 2021 lump sum decision.
• Single-stage submission between 15 May 2025 and 16 September 2025, 17:00 Brussels time.
• Proposal Part B page limit: 50 pages; mandatory detailed budget table using the system template.
• Eligibility: Participants from EU Member States and Horizon Europe Associated Countries as per Annex B; other countries only under specific provisions.
• Evaluation and award according to criteria, scoring and thresholds in Annex D; processes per Annex F of the General Annexes.
• Use the specific application form, evaluation form and Model Grant Agreement templates available in the Submission System.
• Applicants must select and consider the relevant destination (Democracy, Heritage or Social and Economic Transformations) from the Work Programme when preparing proposals.
• Projects must ensure FAIR data management and integrate open science practices.
