Expected Outcomes
• Standardised guidelines and reporting templates enabling consistent application across EU Member States.
• A final report including: detailed methods, worked examples on priority pests, recommendations for survey design parameters and risk‐based sampling schemes.
• Improved capacity for EFSA and national bodies to plan, execute and interpret delimiting surveys, enhancing early detection and risk management of EU priority pests.
Scope Requirements
• Proven expertise in phytosanitary survey design, plant health diagnostics, epidemiology or biostatistics.
• Capacity to undertake both experimental work (lab and/or field) and statistical analysis according to best international practice.
• Compliance with call instructions on proposal structure, page limits and layout (see Section 2.2 of the call document).
• Single‐stage submission via the Funding & Tenders Portal.
• Total budget requested up to €500,000 for the 2025 financial year.
Special Conditions
• Applicants must demonstrate financial and operational capacity (see Section 2.4) and not be subject to exclusion grounds.
• Submission and evaluation follow procedures and award criteria in Sections 2, 2.5 and 3 of the call document; threshold scores apply.
• Proposals must be submitted by 24 September 2025 at 17:00 Brussels time via the Funding & Tenders Portal; action type/MGA type selection is irreversible.
• Call documentation was updated by Corrigendum 1 on 9 July 2025; applicants must use the revised templates and Draft Grant Agreement (Section 1.5).
• All work must comply with EU Financial Regulation 2024/2509 and the annotated Model Grant Agreement.
