Required Results for Successful Funding

Expected Outcomes

• Comprehensive overview of CCAM-specific limitations in current data exchange solutions and existing dataspaces (interfaces, ontologies, taxonomies, standards, formats, monetisation/compensation).

• Detailed mapping of information and reference data needs for CCAM KPIs collected by Member States and Associated Countries.

• A fully functional Federated CCAM Data Exchange Platform that interfaces existing dataspaces, enhances data availability, accessibility and interoperability, and supports large-scale demonstrations and deployment of CCAM services (digital twins, scenario representation, safety assurance, ADS monitoring, driver behaviour analysis, AI model training, KPI collection).

• A robust governance structure with a sustainability plan and viable business model ensuring the long-term operation of the Platform.

• Defined methods, algorithms and processes to refine, enrich and repurpose data for targeted CCAM use cases.

• Identification of GDPR impacts on AI learning workflows and proposed mitigation measures.

• Strong alignment and interoperability with the common European mobility data space and other EU data spaces through adoption of the Data Spaces Support Centre blueprint, Simpl middleware and FAIR principles.

• Demonstrable cooperation with FAME, SUNRISE, SYNERGIES, DEPLOY EMDS, Prep DSpace 4 Mobility, EDIC for Mobility and Logistics Data, and engagement with the CCAM Partnership SRG.

• Enhanced capacity of CCAM stakeholders (industry, academia, authorities, social partners) to share, reuse and monetise data, reducing costs and accelerating CCAM solution development.

• International collaboration outputs with Japan, the US or other strategic partners, fostering global interoperability in CCAM data sharing.

Scope Requirements

• Address data sharing challenges specific to Connected, Cooperative and Automated Mobility (CCAM): mobility and R&I data.

• Propose methods to evolve and federate existing CCAM dataspaces, bridging gaps and interfacing with the common European mobility data space.

• Identify harmonisation and standardisation needs: CCAM taxonomies, ontologies, interfaces, data formats, metadata and monetisation models; implement and extend CCAM taxonomies in the FAME Test Data Space.

• Map information and reference datasets for national/EU-level KPIs (socio-economic statistics, accidents, infrastructure, vehicles) collected by Member States and Associated Countries.

• Establish a Federated CCAM Data Exchange Platform: technical architecture, governance model, sustainability plan and business model; support sharing for industry, public authorities, academia and social partners.

• Develop tools, algorithms and processes to refine and repurpose data for specific use cases (digital twins, safety assessment, ADS monitoring, AI-training, scenario generation).

• Address GDPR implications on AI learning workflows and propose mitigation strategies.

• Ensure close alignment with the common European mobility data space, the Data Spaces Support Centre blueprint, Simpl middleware and relevant EU projects (FAME, DEPLOY EMDS, Prep DSpace 4 Mobility).

• Build on FAME project outcomes and engage with the CCAM Partnership’s States Representative Group and future EDIC for Mobility and Logistics Data.

• Adopt FAIR data principles and ensure interoperability across data ecosystems.

• Encourage international cooperation, notably with Japan, the United States and other strategic partners.

Special Conditions

• Co-programmed under the European Partnership on CCAM: projects must report KPIs to the CCAM Partnership and apply the EU-CEM for CCAM.

• Lump-sum grant (HORIZON-AG-LS), single-stage evaluation; deadline 20 January 2026, 17:00 Brussels time; planned opening 16 September 2025.

• Indicative budget: EUR 24 000 000; around 3 grants envisaged.

• Mandatory alignment with the common European mobility data space, Data Spaces Support Centre blueprint and Simpl middleware; build on FAME, SUNRISE, SYNERGIES and DEPLOY EMDS outcomes; liaison with Prep DSpace 4 Mobility, future DIGITAL-2024-CLOUD-AI-06-MOBSPACE and EDIC initiatives.

• Projects must implement FAIR data principles, ensure GDPR compliance, and establish robust governance, contractual and access-rights frameworks.

• International cooperation encouraged, especially with Japan, the US and other strategic partners.
