Grant Description
This topic supports European Union action grants under the Citizens, Equality, Rights and Values Programme to prevent and combat anti-Muslim hatred. Projects should promote equality, raise awareness of Islamophobia, develop capacity-building activities, share best practices and strengthen social inclusion.
Required Results for Successful Funding

Expected Outcomes

Funded projects are expected to:

• Increase awareness among target groups and the general public of the root causes and manifestations of racism, xenophobia and other discrimination.

• Strengthen the capacity of civil society, public authorities and other stakeholders to prevent, combat and respond to discriminatory practices and hate incidents.

• Develop, test and disseminate transferable tools, guidelines and best practices improving equality and inclusion at local, national and EU level.

• Foster transnational cooperation and networking, thereby enhancing mutual learning and policy coherence across Member States.

• Generate evidence and policy recommendations to inform EU and national strategies under the CERV programme.

• Contribute to measurable reductions in incidents of discrimination and to more inclusive, equitable societies by project end (July 2026).
Funded areas

Scope Requirements

• The project must address one of the six CERV 2025 ‘EQUAL’ priorities: antisemitism, anti-Muslim hatred, LGBTIQ equality, diversity management, racial discrimination or other restricted topics as detailed in the call document.

• Proposals must be submitted by legal entities established in one of the eligible participating countries (as listed in Section 6 of the call document).

• Applicants must demonstrate the financial and operational capacity to implement the action (see Section 7).

• Proposals must follow the page limits and specific layout rules set out in Section 5 of the call document and in Part B of the application form.

• Applications must be completed using the Standard Application Form (CERV) available in the submission system, with the Detailed Budget Table (CERV LSII) and, for public entities, a Declaration on Honour regarding public procurement procedures.

• Single-stage submission only, via the Funding & Tenders Portal, between 15 July 2025 and 23 October 2025 (17:00 Brussels time).

Special Conditions

• This is a lump-sum grant: applicants request fixed amounts using the lump-sum model and will be awarded based on deliverables, not on actual costs.

• Two Model Grant Agreements apply: CERV-LS for partnerships and CERV-AG-LS for single applicants.

• No changes in grant type (LS vs AG-LS) or in the application template are permitted once the submission begins.

• The call document (Sections 1–10) and all annexes (MGA templates, budget forms, legal frameworks) must be read and strictly followed.

• Evaluation will follow the processes and award criteria in Sections 8 and 9, with thresholds for relevance, impact, quality and efficiency.

• Exclusion grounds and selection criteria (financial/operational capacity, conflicts of interest) are set out in Section 7.

• Projects must respect EU Financial Regulation 2024/2509 and the Decision on use of lump sums (2021–2027).

• All communications and Q&As will be published on the Portal; non-IT questions must be directed to national CERV Contact Points or the specified EU email addresses.
