What is the Fighting against antisemitism Call?

Grant Description
This call supports projects that promote equality and specifically combat antisemitism by addressing racism, xenophobia and all other forms of discrimination across the European Union. Funded activities include awareness raising, education, capacity building, advocacy and networking to prevent and counter antisemitism, with the expected impact of stronger civil society and public sector responses, improved awareness and cooperation networks to uphold equality and fundamental rights.
Required Results for Successful Funding

Expected Outcomes

• Increased public awareness and understanding of equality, non-discrimination and cultural diversity principles

• Measurable reduction in incidents and expressions of antisemitism, anti-Muslim hatred, racism and discrimination against LGBTIQ and other vulnerable groups

• Strengthened capacity of NGOs, public authorities and other stakeholders to design, implement and monitor inclusive policies and diversity-management strategies

• Enhanced transnational cooperation and exchange of best practices, leading to sustainable networks for combating discrimination

• Development and dissemination of high-quality tools, resources and policy recommendations adopted by practitioners and policymakers

• Tangible influence on local, national and EU-level policies, contributing to the objectives of the Citizens, Equality, Rights and Values Programme (CERV)
Funded areas

Scope Requirements

• Projects must address one of the six CERV-2025-EQUAL priorities: antisemitism, anti-Muslim hatred, restricted minorities, LGBTIQ, diversity management or racism/discrimination

• Proposals must be submitted by entities established in eligible countries (EU Member States and listed third countries; see section 6 of the call document)

• Legal entities (public bodies, NGOs, educational/research institutions, media, social partners) must demonstrate operational and financial capacity (section 7)

• Applications must comply with admissibility rules on page limits and layout (section 5 and Part B of the Application Form)

• Proposals must use the standard CERV application form and detailed budget table (CERV LS-II) available in the Submission System

• Lump-sum financing model applies: applicants must define deliverables, milestones and lump-sum amounts in advance; costs are not reimbursed on a unit or real-cost basis

• Submission via the Funding & Tenders Portal by 23 October 2025, 17:00 Brussels time (single-stage)

• Opening date: 15 July 2025; evaluation period: Oct 2025–Mar 2026; info to applicants: Mar–Apr 2026; grant signature: Apr–Jul 2026

• Must select the correct Grant Agreement model: CERV-LS or CERV-AG-LS; choice is binding at submission

• Comply with CERV Regulation 2021/692, EU Financial Regulation 2024/2509 and Decision on lump sums under CERV (2021–2027)

• Complete Declaration on Honour regarding co-financing by public entities (for public bodies)

• Ensure legal entity validation, LEAR appointment and financial capacity assessment per EU Grants AGA guidance

• Meet evaluation thresholds and criteria (section 9); submission and evaluation process per section 8
