Grant Description
This topic supports European Union action grants under the Citizens, Equality, Rights and Values Programme to promote equality and to fight racism, xenophobia and all other forms of discrimination. Funded activities may include awareness raising, education, capacity building, advocacy and networking to reduce discrimination and foster equal treatment.
Required Results for Successful Funding

Expected Outcomes

• Enhanced protection and promotion of equality across the EU in one of the six thematic areas.

• Measurable reductions in incidents of racism, xenophobia and other targeted discrimination through awareness-raising and prevention campaigns.

• Strengthened capacity of civil society organisations, public authorities and other stakeholders to design and implement anti-discrimination policies and practices.

• Increased public and institutional understanding of challenges faced by targeted groups, informed by project-based research and policy recommendations.

• Improved cooperation and networking at local, national and transnational levels to sustain long-term action against discrimination.

• Replicable and scalable best practices, toolkits or training modules made freely available to EU stakeholders.

Scope Requirements

• The proposal must address one of the six call priorities listed above.

• Applicants must be from eligible countries as defined in Section 6 of the call document and the participating countries list.

• Proposals must comply with admissibility rules on page limits and layout (see Section 5 of the call document and Part B of the Application Form).

• Proposals must demonstrate sufficient financial and operational capacity and must not fall under exclusion criteria (see Section 7).

• Use the standard CERV application templates: the CERV-LS I Detailed Budget table, Declaration on Honour for public entities, and the Lump Sum Model Grant Agreement.

• Single-stage submission via the Funding & Tenders Portal by 23 October 2025, 17:00 Brussels time.

Special Conditions

• Type of action: CERV Lump Sum Grants (CERV-LS) or CERV-AG-LS.

• Lump sum financing: no reimbursement of actual costs; payouts are based on pre-defined lump sum amounts tied to deliverables.

• Applicants must select and confirm the correct grant model in the submission system; this choice is irreversible.

• Page limit and layout requirements are strict; non-compliance leads to inadmissibility.

• Only proposals from eligible countries and organisations meeting exclusion criteria may apply.

• Evaluation follows the processes, criteria, scoring and thresholds set out in Sections 8 and 9 of the call document.

• Indicative evaluation timeline: October 2025–March 2026; information to applicants March–April 2026; grant agreement signature April–July 2026.

• All legal, financial and reporting obligations are governed by the Lump Sum Model Grant Agreement and EU Financial Regulation 2024/2509.
