What is the Fighting discrimination against LGBTIQ people and promoting LGBTIQ equality Call?

Grant Description
This topic supports EU action grants under the Citizens, Equality, Rights and Values Programme to promote equality and combat all forms of discrimination, with a focus on addressing discrimination against LGBTIQ persons. Funded activities may include awareness raising, capacity building, policy dialogue, training, advocacy, victim support and network building to foster inclusive societies and protect LGBTIQ rights.

Expected Outcomes

• Measurable contributions to CERV Programme objectives by promoting equality and reducing instances of racism, xenophobia and discrimination across the EU.

• Increased awareness among policymakers, stakeholders and the general public about the chosen thematic priority.

• Strengthened capacities of civil society organizations, public authorities and other actors to prevent and combat discrimination.

• Creation or dissemination of best-practice tools, policy recommendations, training modules or research reports.

• Enhanced cross-border cooperation and networking between organizations working on related issues.

• Tangible improvements in diversity management practices within public and private institutions (where relevant).

• Documentation of impact through clearly defined milestones linked to the lump-sum payment schedule.

Scope Requirements

• Projects must address exactly one of the six priorities listed under CERV-2025-EQUAL.

• Applications must originate from eligible countries as defined in Section 6 of the Call Document (EU Member States, Horizon Europe associated countries, and other territories listed).

• Proposals must respect the page limits and layout requirements set out in Section 5 of the Call Document and Part B of the Application Form.

• Lead applicants and, where applicable, co-applicants must demonstrate financial and operational capacity and meet exclusion criteria (Section 7).

• Submission is single-stage: proposals must be completed and submitted electronically via the Funding & Tenders Portal between 15 July 2025 and 23 October 2025, 17:00 Brussels time.

• Applicants must use the standard application form (CERV) and the Detailed Budget Table (CERV LS II) templates provided in the Submission System.

• Projects must be designed to deliver pre-defined lump-sum milestones; no detailed cost reporting is required.

Special Conditions

• Lump-sum grant model: payments are made upon achievement of milestone deliverables; no unit-cost or real-cost justification.

• Once the grant model (CERV-LS) is selected and confirmed in the Portal, it cannot be changed.

• Strict adherence to the Funding & Tenders Portal Terms and Conditions, Privacy Statement, and EU Financial Regulation 2024/2509.

• Legal Entity Validation (LEV) and, where required, LEAR appointment; public entities must submit a Declaration on Honour regarding conflicts of interest (CPP).

• All grant agreements will follow the Lump Sum Model Grant Agreement (MGA) templates published in Section 10 of the Call Document.

• Applicants must monitor the Topic page for Q&A updates, partner search announcements (if any), and further modifications.
