First transnational call for LEAP-SE 2025

• Establish long-term, sustainable Europe-Africa R&I partnerships in sustainable energy aligned with AU-EU HLPD CCSE objectives.

• Generate innovative technologies, processes and systems across the seven MAR topics, enhancing renewable energy integration, lifecycle management, distributed systems, productive and domestic uses, and green hydrogen production/utilization.

• Strengthen research capacity and industry-academia collaboration across participating countries, fostering knowledge transfer and socio-economic impact.

• Produce actionable roadmaps, demonstrators or prototypes that contribute to climate change mitigation, energy access, and sustainable development in Africa and Europe.

• Build a network of researchers and innovators to inform future policy and investment under the LEAP-SE program framework.

• Consortium composition: minimum four independent legal entities (≥2 from different EU Member States or Horizon Europe associated countries, ≥2 from different African Union participating countries).

• Geographic eligibility: EU MS/associated: Austria, Belgium, France, Germany, Italy, Portugal, Romania, Türkiye; AU: Algeria, Egypt, Morocco, Senegal, South Africa, Tunisia (plus limited slots for other African countries).

• At least one partner eligible for funding in EU and one in AU; each consortium must include ≥1 institutional research entity (academic, public research centre or non-profit) and ≥1 commercial company.

• Project scope: address at least one MAR topic; target TRL 2–6; ANR funds French teams in fundamental/basic research, industrial/applied research, experimental development across all MARs.

• Submission: two-stage (pre-proposal by 27 Mar 2025, full proposal by 11 Sept 2025); only pre-selected proposals proceed; all submissions via ANR portal following the call’s format guidelines.
