Funding the installation of private electric vehicle charging connections with a total power not exceeding 11 kW for physical persons in multi-apartment buildings or their plots, aiming to expand charging infrastructure, support renewable energy use in transport, and contribute to the Green Transformation of Lithuania.

• Demonstration effect encouraging wider deployment of private charging solutions, enhancing energy resilience and consumer confidence in EV technology.
Funded areas

Scope Requirements

• Eligible applicants: private natural persons seeking to install EV charging access points on property they own, lease or use in a multi-apartment building or on the building’s land plot.

• Charging station must be new, previously unused equipment, installed and mounted per manufacturer’s instructions and national electrical installation regulations.

• Only AC stations with total access power ≤ 11 kW are eligible.

• Outdoor stations: minimum IP-54 rating; ground-mounted stations: minimum IK-08 impact resistance.

• Dynamic power management: mandatory if installing stations with that function.

• Maximum grant rate: up to 60 % of total eligible project costs (calculated at fixed unit rates).

• Eligible costs incurred between 1 April 2023 and the end date specified in the financing decision (no later than 31 January 2026).

• Eligible cost categories: purchase of charging stations with access points; additional costs for dynamic power management equipment; installation works.

• VAT is not eligible. Advance payments are not provided.

• Minimum own contribution: 40 % of total eligible costs.

• Project duration: up to 12 months, but no later than 31 January 2026.

• Project location: Republic of Lithuania only.

• No project partners allowed.
Additional Conditions for Applicants

Special Conditions

• State aid is provided under de minimis regulations. If the applicant or any legal entity conducting business at the installation site will use the station, total de minimis aid over any three-year period must not exceed regulatory limits.

• Applicants conducting business and/or hosting other enterprises on the real-estate must submit a “One Enterprise” declaration listing all entities that will use the charging station; each listed entity must provide consent for de minimis aid.

• Entities registered at the property but not using the station must submit a declaration that they will not use it.

• If de minimis regulation is chosen incorrectly, the applicant may correct the choice during evaluation.

• Dashboards of de minimis support: LEA will calculate and, if needed, adjust awarded de minimis support to remain within statutory ceilings.

• The installed charging station must remain private (not registered in the public/semi-public EV charging information system) for five calendar years after final payment.

• LEA will monitor investment continuity for five years post-financing, including on-site inspections and requiring document submission; non-compliance triggers reimbursement of ineligible costs.

• Horizontal principles: no negative impacts on environmental, social, economic or territorial development; no discrimination on grounds of gender, race, nationality, language, origin, social status, belief, age, disability or sexual orientation.
