This call seeks innovative, scalable and flexible onshore power supply solutions for ships at berth and at anchorage to support the transition to zero emission waterborne transport. Required Results for Successful Funding

Expected Outcomes

- Area A: Port authorities and ship operators obtain fully flexible, mobile OPS solutions capable of providing power within and across different terminals and port areas, maximizing operational benefits and optimizing OPS deployment.
• Area B: Port authorities deploy OPS solutions at anchorage areas serving multiple vessel types and port environments under diverse physical and operational conditions, optimizing investments and deployment strategies.
• Ship and port operators benefit from cost-efficient, innovative mobile/flexible OPS and anchorage power solutions for both low- and high-voltage installations, exceeding AFIR and Fuel EU Maritime requirements for 2030 and supporting policy goals for 2050.
• Mature OPS and anchorage systems become available for different ship types and services, with built-in safety measures for explosive atmospheres and hazardous zones.
• New or improved standards, protocols, and technical solutions bridge identified gaps for safe fast battery charging, flexible OPS deployment, and integration of charging and power supply operations.
• Solutions for electrical failure prevention and earthing monitoring enhance reliability and safety of OPS mobile and anchorage systems.
• Enhanced onboard power management (transformers, connection automation, switchboards) and safety/blackout prevention systems enable seamless ship-shore synchronization.
• Ship crews and port staff are fully trained in operation, maintenance, safety, and emergency procedures, ensuring efficient and secure implementation.
• Project deliverables contribute measurable data and insights to the ZerO Emission Waterborne Transport (ZEWT) partnership, supporting KPI monitoring and progress towards zero-emission waterborne transport.
Funded areas

Scope Requirements

- Solutions must be generally applicable to multiple vessel types, ship services, and port environments, while addressing the special safety requirements of explosive atmospheres and dangerous zones (e.g., chemical/tanker traffic).
• Applicants must choose and clearly address one of the two action areas:

• Area A: fully flexible and mobile OPS solutions deployable within and across different terminals and port areas.

• Area B: OPS solutions deployable at anchorage areas, able to serve different vessel types under varying physical and operational conditions, and including simultaneous cargo loading/unloading functionalities.
• Systems must minimise risk of failure and ensure continuous, resilient operation under adverse climate conditions.
• Proposals must integrate fast battery charging research and provide unified protocols for OPS and charging beyond current/soon-to-be adopted standards.
• Projects must include development of earthing monitoring mechanisms for grounding resistance and failure prediction.
• All technical solutions must align with:

• Onboard high-voltage transformer optimisation

• Automation of ship-shore connection systems

• Enhanced OPS switchboard control

• Onboard safety monitoring and blackout prevention/mitigation

• Robust ship-shore synchronization and communication.
• Training programs for crew and port staff are mandatory, covering operations, maintenance, safety, and emergency response.
• Projects must report to ZEWT to support monitoring of its KPIs.

Special Conditions

- Grant type: HORIZON Lump Sum Grant (HORIZON-AG-LS) under Horizon Europe Innovation Actions (HORIZON-IA).
• Submission: single-stage call, opening 06 May 2025, deadline 04 September 2025 at 17:00 Brussels time.
• Admissibility: comply with page limits and layout rules (Annex A & E of WP General Annexes; Part B of Application Form).
• Eligibility: participation of organisations from EU Member States and Horizon Europe Associated Countries as defined in WP Annex B; third-country participation only where specific provisions apply.
• Evaluation and award according to Annexes D, F of WP General Annexes; indicative timelines per Annex F.
• Costs are reimbursed via lump sum; financial and legal set-up per Annex G and lump sum decision of 7 July 2021.
• Use of specified application, evaluation, and model grant agreement (MGA) templates; adherence to the Funding & Tenders Portal Terms and Conditions.
• Mandatory reporting of results against ZEWT KPIs.
• No additional call-specific eligibility or exclusion criteria.
