Projects are expected to deliver:


• Significantly eased compliance for businesses and professionals with EU legislation (digital and non-digital), reducing administrative/reporting burdens.

• Advanced, integrated technologies for automated data collection, sharing and analytics to simplify compliance workflows.

• Robust synthetic data solutions that enhance data quality, diversity, representativeness and fitness for purpose, while mitigating bias and ethical risks of real-world data.

• Broad user training and support frameworks to roll out and scale “compliance & privacy by design” and FAIR data principles across diverse regulatory landscapes and organisational contexts.
Funded areas

Scope Requirements

• Select and declare one main focus area (1, 2 or 3) in abstract and introduction (multiple areas may be covered but one must be primary).

• Analyse and address real user and stakeholder needs, linking training and support to quantifiable KPIs.

• Incorporate cybersecurity, interoperability, reproducibility and standardisation where relevant; liaise with other projects on these aspects.

• Ensure FAIR data principles (“Findable, Accessible, Interoperable, Re-usable”) and “compliance and privacy by design”.

• Develop synergies with the Digital Europe Common European Data Spaces, especially via the Data Spaces Support Centre, and ensure complementarity with past projects under HORIZON-CL 4-2024-DATA-01-01 and HORIZON-CL 4-2021-DATA-01-01.

• Gender dimension integration is encouraged but not mandatory.

• Align with the description and expected impacts of Destination 3 in the Horizon Europe Work Programme (Digital, Industry and Space).

Special Conditions

• Action type: Horizon Innovation Actions (HORIZON-IA), single-stage submission via HORIZON Action Grant budget-based model.

• Total topic budget: €45 000 000; expected grant size per project: €7 000 000–€9 000 000; co-programmed under the European Partnership on AI, Data and Robotics.

• Eligibility restricted to legal entities established in EU Member States, Iceland, Norway, associated countries and OECD countries; entities directly/indirectly controlled by non-eligible countries are excluded.

• Must comply with general Annexes A–G of Horizon Europe Work Programme (admissibility, eligibility, evaluation, legal & financial set-up).

• Applicants must use the Destination 3 (“Developing an agile and secure single market...”) description and expected impacts from the Horizon Europe Work Programme.

• Model Grant Agreement: Horizon Action Grant (budget-based); follow HE Programme Guide and Funding & Tenders Portal instructions.
