Expected Outcomes

Projects are expected to contribute to:
• Establishing a solid, Europe-wide information base for R&I stakeholders, supporting decision-making across the battery value chain at European, national and regional levels for both public and private actors
• Creating an agile European battery value chain capable of updating its priorities in response to global trends
• Maximising the scientific, technological, economic and societal impact of the BATT 4 EU Partnership and its projects, paving the way for industrial exploitation in key energy and transport domains
• Fostering a well-coordinated, world-leading European battery research community that gathers excellent scientists, innovators and relevant stakeholders
• Spreading excellence in battery research across Europe and enhancing widespread adoption of best practices
Funded areas

Scope Requirements

Proposals must address all of the following in detail:
1. Network Coordination: Structure, governance and facilitation of NRCG with BEPA, including stakeholder engagement plans and meeting schedules.
2. Stakeholder Cooperation: Formal liaison with ETIPs, IPCEIs and other forums, including defined inputs to SET Plan implementation and mechanisms for cross-stakeholder content alignment.
3. Online Observatory Platform: Functional design, technical architecture and data management plan delivering:

• Global & EU state-of-the-art assessments updated on a rolling basis

• Dynamic technical targets and intermediary KPIs for EU battery R&I

• Comprehensive call overview tracker across EU, national, regional programmes

• Strategy for platform continuity beyond project end
4. Global Roadmap Analysis: Methodology for benchmarking non-EU roadmaps against EU targets; annual R&I strategy update reports specifying short-, medium-, long-term research needs.
5. Monitoring Support: Defined processes to collect, analyse and report indicators in cooperation with EC and EBA monitoring activities.
6. Community Animation: Programme of thematic events, workshops and cross-project exchanges to elevate sector knowledge, align project goals and disseminate best practices.
7. Funding Mechanism Outreach: Communication and guidance activities on follow-on funding (e.g., Innovation Fund, EBA One-Stop-Shop).
8. Standards & Methodologies: Plan to promote adoption of common data standards and reporting methodologies across the community.
9. Annual Conference: Concept note, agenda and stakeholder roles for a yearly BATT 4 EU project results conference, co-organised with BEPA and others.
10. JRC Engagement (optional): Approach for involving the JRC, ensuring equal information access for all applicants.
11. Reporting to Batt 4 EU: Mechanisms and timelines for feeding KPI data and project results into the co-programmed Battery Partnership.

Special Conditions

• Grant type: Horizon Europe Coordination and Support Action under Lump Sum MGA (HORIZON-AG-LS).

• Admissibility: Page limits and layout per WP General Annexes (Annex A & E) and Part B of the Application Form.

• Eligibility: Countries as per WP General Annexes (Annex B); some non-associated third countries may require specific provisions.

• Consortium may include the European Commission’s Joint Research Centre (JRC) as a full partner.

• Financial and operational capacity and exclusion criteria per WP General Annexes (Annex C).

• Evaluation criteria, scoring, thresholds per Annex D; process and timeline per Annex F; use of CSA-specific evaluation forms.

• Lump sum funding conditions per the 7 July 2021 Lump Sum Decision (simplified costs) and WP General Annexes (Annex G).

• Projects must implement the co-programmed European Partnership on Batteries (Batt 4 EU) and report KPI data to the Partnership.

• Applicants must ensure all receive uniform information on possible JRC contributions (e.g., via topic-specific FAQs).
