Expected Outcomes

Funded projects are expected to: 1. Strengthen the capacity and coherence of EU-level disability rights networks to influence policy and practice. 2. Facilitate systematic data and best-practice exchange that informs policy development and implementation. 3. Enhance cooperation between civil society and public authorities, leading to more inclusive and rights-based policies. 4. Deliver targeted mutual learning events that build expertise among stakeholders on key disability rights issues. 5. Increase public and stakeholder awareness of the ESRPD and EPSR, promoting social inclusion of persons with disabilities. 6. Monitor and report on implementation of the UNCRPD and ESRPD at multiple governance levels, contributing to a stronger social Europe where persons with disabilities fully enjoy their rights.
Funded areas

Scope Requirements

Eligible applicants must be EU-level networks of civil society organisations whose membership spans local, regional, national and transnational levels, and whose core mission is the promotion, protection and monitoring of the rights of persons with disabilities. Proposals must demonstrate alignment with: the European Pillar of Social Rights (EPSR); the European Strategy for the Rights of Persons with Disabilities 2021-2030 (ESRPD); and the UNCRPD. Applicants must explain how their activities will support the Commission in implementing the 2021-2030 Strategy, contribute to the EPSR, and involve cooperation with public authorities. Proposals must adhere to admissibility, eligibility, financial and operational capacity, and exclusion criteria as set out in sections 5-7 of the call document, and respect the page limits and layout rules in Part B of the application form. The call follows a single-stage model: applicants must submit a Framework Partnership Agreement (FPA) proposal and, using its submission number, a complementary Operating Grant (SGA) proposal in parallel.

Special Conditions

1. FPA and SGA proposals must be submitted in parallel: the FPA must be submitted first and its submission number used in the subsequent SGA application. 2. Applications must be prepared using the specific CERV-FPA-OG standard application form available in the Submission System. 3. All legal entities must complete LEAR appointment and Legal Entity Validation in accordance with the Rules for Legal Entity Validation. 4. Projects must comply with the EU Financial Regulation 2024/2509 and the CERV Regulation 2021/692. 5. Deadlines and procedures (evaluation, information to applicants, and grant signature) must follow the indicative timeline in the call document: submission by 26 August 2025 (17:00 Brussels time), evaluation August–October 2025, grant signature by December 2025.
