What is the GenAI4EU central Hub (CSA) (AI/Data/Robotics Partnership) Call?

Grant Description
This call supports a coordination and support action to establish a European generative AI ecosystem (“Gen AI 4 EU HUB”) by uniting developers, users, startups, academia, industry, AI factories and data spaces. It promotes collaboration, data pooling, knowledge exchange and observatory functions to accelerate the development and uptake of trustworthy generative AI solutions across strategic application sectors.
Required Results for Successful Funding

Expected Outcomes

• Creation of a strong, visible Gen AI 4 EU HUB and community that drives uptake of European Gen AI solutions across strategic application sectors and Horizon Europe clusters.
• Enhanced coordination, impact and visibility of the Gen AI 4 EU initiative, and strengthened collaboration among startups, academia, large industries, AI Factories, Data Spaces and the Commission’s AI Office.
• Operational mechanisms for efficient pooling, sharing and access to high-quality data for training and fine-tuning large Gen AI models, respecting IP and privacy.
• Active sector-specific working groups catalysing development of Gen AI models, data interoperability and ecosystem growth in 14 industrial ecosystems.
• Biannual global observatory reports on Gen AI market, research, funding, patents, use cases and evaluation tools, widely disseminated to policy-makers and stakeholders.
• Greater mobilisation and uptake of Gen AI by large European industry, with best practices shared and priority R&D areas identified and coordinated with national initiatives.
• Strong synergies and complementarities with existing European, national and regional AI, data and robotics initiatives, including the ADRA partnership, AI on Demand platform, and Digital/Industrial programmes.
• A cohesive, innovative and trustworthy European Gen AI ecosystem contributing to economic and societal benefits and to Europe’s strategic autonomy in AI.
Funded areas

Scope Requirements

• Lead and coordinate by key stakeholders with proven experience in local Gen AI communities, technology transfer and investment attraction.
• Support all Horizon Europe Pillar 2 clusters by addressing policy needs through the Gen AI 4 EU initiative.
• Define, agree and implement secure, interoperable data pooling and sharing mechanisms (including GDPR/IP safeguards) with AI Factories and Data Spaces.
• Establish sector-specific working groups (incl. startups/SMEs, large companies) to develop Gen AI models, data access/interoperability strategies and ecosystem growth plans.
• Ensure connectivity with AI on Demand platform (fine-tuning and downstream applications), Gen AI 4 EU Skills, and relevant EU/national programmes.
• Build on existing/upcoming projects, national/regional initiatives and platforms to develop synergies and complementarities.
• Monitor and analyse the Gen AI ecosystem globally, compile inventories of use cases and evaluation methods, and disseminate twice yearly.
• Assess large industry uptake, identify priority sectors and R&D needs, coordinate with national initiatives, and animate the community through networking and knowledge exchange.
• Contribute tasks to cohesion activities under the ADRA partnership (CSA HORIZON-CL 4-2021-HUMAN-01-02).

Special Conditions

• Eligibility restricted to legal entities established in EU Member States, Iceland, Norway, Associated Countries and OECD countries; entities controlled by non-eligible states or entities are excluded.
• Funding as lump-sum grant under Horizon Europe Lump Sum MGA (HORIZON-AG-LS); follow Annex A–G of HE Work Programme General Annexes and HE CSA application/evaluation templates.
• Adhere to proposal page limits and layout (Annex A/E of WP General Annexes; Part B of Application Form).
• Comply with EU Financial Regulation, EU AI Act (‘trustworthy by design’), GDPR, and IP protection.
• Allocate tasks to ADRA partnership cohesion activities and coordinate with CSA HORIZON-CL 4-2021-HUMAN-01-02 funded actions.
• Proposals must select and address Destination 6 (“Digital and industrial technologies driving human-centric innovation”) relevant description and impacts from the 2025 Work Programme.
• Communicable results must be shared via the AI on Demand platform or other relevant digital resource platforms.
• Must mobilise industries and implement secure infrastructures, protocols and interoperability standards.
