Required Results for Successful Funding

Expected Outcomes

Project results are expected to deliver at least one of:
• Realistic, creative or innovative Virtual World characters, user-tailored artefacts and environments that significantly enhance immersion and improve user experience.
• Smart digital assistants and AI-enhanced 3D chatbots enabling safe, inclusive navigation and interaction in Virtual Worlds, including multilingual/sign-language translation, accessible training/education modalities, barrier removal for persons with disabilities, sentiment analysis and behavioural decision support.

Scope Requirements

Proposals must:
• Leverage generative AI at the edge to deliver low-latency, privacy-preserving inference aligned with EU values.
• Build safe, inclusive Virtual World experiences, delivering either realistic, creative or beyond-reality immersive spaces.
• Incorporate dynamic storytelling and scenario modules for personalised content and shared user experiences.
• Implement AI-based personalised avatar generation to enhance immersion.
• Develop smart digital assistants and 3D chatbots providing accessible navigation, training/education support, language translation (incl. sign languages), barrier removal for persons with disabilities, sentiment analysis and behavioural decision support.
• Where appropriate, exploit state-of-the-art generative AI for explainable collaborative intelligence and decision-making research.
• Ensure active involvement of Social Sciences & Humanities (SSH) experts to amplify societal impact.
• Allocate tasks for cohesion activities with both the European Partnership for Virtual Worlds and the ADRA Partnership, in particular engaging with CSA topics HORIZON-CL4-2025-03-HUMAN-17 (Virtual Worlds Partnership & Web 4.0) and ‑18 (Gen AI 4 EU Hub).
• Reuse and build upon results from relevant past EU-funded actions, sharing communicable outputs via the AI-on-demand platform or other digital resource platforms.
• Seek synergies and complementarities with ongoing international, European, national and regional initiatives.
• Plan for a typical project duration of 36 months (other durations allowed if justified).
Additional Conditions for Applicants

Special Conditions

Participation and implementation must adhere to Horizon Europe rules and specific topic conditions:
• Eligibility is limited to legal entities established in EU Member States, Iceland, Norway, Canada, Israel, the Republic of Korea, New Zealand, Switzerland and the United Kingdom.
• Entities from eligible countries but controlled by non-eligible countries/entities must provide country-approved guarantees that their participation will not compromise EU strategic assets, interests, autonomy or security.
• Entities assessed as high-risk suppliers of mobile network equipment (or their owners/controllers) are excluded.
• Proposals must comply with the MGA Budget-Based model and adhere to admissibility conditions (page limits, layout) as per General Annexes A, E and the Online Manual.
• Evaluation will follow the standard IA award criteria and scoring thresholds (Annex D), managed via the Funding & Tenders Portal submission system.
• Funded projects must observe Horizon Europe financial, legal and operational requirements (Annexes B, C, G).
• Results deemed communicable must be uploaded to the AI-on-demand platform; other outputs should be disseminated through relevant digital ecosystems to strengthen the EU AI, Data & Robotics community.
