What is the Generative AI for Cybersecurity applications Call?

Grant Description
Research and innovation action to develop and test Generative AI–powered technologies, tools and processes that reinforce cybersecurity in digital services and infrastructure. Addresses advanced threat detection, adaptive security, authentication resilience and regulatory compliance automation, with the aim to strengthen EU strategic autonomy, digital sovereignty and resilience against cyber and hybrid threats.
Required Results for Successful Funding

Expected Outcomes

• Development and validation of Generative AI models for continuous monitoring, threat and anomaly detection, rapid response and self-healing capabilities against cyberattacks, including adversarial AI attacks.

• AI-driven, adaptive cybersecurity measures that update in real time to emerging threats, reducing reliance on static rule sets and manual intervention.

• Enhanced authentication and access-control systems fortified by AI to resist unauthorized access and credential theft.

• Generative AI tools for automated monitoring, compliance and remediation aligned with the AI Act, NIS 2 Directive and Cyber Resilience Act, enabling organisations to maintain a compliance continuum amid evolving regulatory and ICT-system changes.

• Reinforced EU technological capabilities in cybersecurity, contributing to digital sovereignty, strategic autonomy and resilience of critical infrastructures and supply chains.

• Strengthened European competitiveness in cybersecurity, with a focus on SME integration and promotion of security and privacy by design.

• Documentation of KPIs, baselines and replication guides to support broad uptake and foster the European Cybersecurity Competence Community.

Scope Requirements

• Must address at least one of the two expected outcomes: (a) advanced threat/anomaly detection, adaptive security or enhanced authentication using Generative AI; (b) AI-powered tools for automated compliance with EU/national cybersecurity and AI regulations.

• Research, train and test Generative AI models on large-scale cybersecurity data sets to scale threat detection, enhance response times and automate decision support.

• Ensure alignment with Trustworthy and Responsible AI principles and data-privacy requirements.

• Demonstrate EU added value by fostering EU technology, using open-source where feasible and exploiting EU data spaces (EOSC, federated data).

• Define KPIs with baselines to measure state-of-the-art advancement.

• Provide comprehensive documentation to support take-up, replication and usability of results.

• Encourage active participation of SMEs in the project consortium.

• Pay special attention to the intellectual-property strategy and the post-project usability of outcomes.
Additional Conditions for Applicants

Special Conditions

• Eligibility restricted to legal entities established in EU Member States or Horizon Europe Associated Countries; entities controlled by non-eligible countries or entities are excluded.

• Applicants (except for topic HORIZON-CL 3-2025-02-ECCC-03) must submit an Ownership Control Declaration.

• Proposals must comply with page limits and layout specified in Annex A/E of the General Annexes and Part B of the Application Form.

• Single-stage submission; deadline 12 November 2025, 17:00 Brussels time.

• Indirect management by the European Cybersecurity Competence Centre under a contribution agreement.

• Evaluation thresholds and balanced portfolio rules: at least two highest-ranked proposals for outcome (a) and one for outcome (b) if thresholds met.

• Use of specific application and evaluation form templates (HE RIA/IA) and adherence to Horizon Europe General Annexes (B, C, D, F, G) and Model Grant Agreement provisions.

• Projects must respect EU financial, legal, security and ethical regulations, and follow Responsible AI and data-privacy guidelines.
