Expected Outcomes
• Identification and optimisation of materials and production technologies ready for further scale-up and integration into defence equipment

Scope Requirements
• Eligible materials: those not originally designed for defence but capable of defence/security integration after further development; defence-origin materials for civilian use are out of scope
• Budget: applicants may request between €700,000 and €2,000,000 in NWO funding, corresponding to 50–80% of the total project budget; total project budgets must be sized so that 20% or more is provided by external co-funders
• Consortia composition: each proposal must include a main applicant and at least one co-applicant; must secure co-funding from one or more co-funders contributing a net minimum of 20% of total budget; cooperation partners may be included
• Eligible cost categories: personnel, equipment, capital investments, and knowledge utilisation
Special Conditions
• Mandatory attachments for full proposals: budget form (Excel), declarations of co-funding, signed statement and signature form, confirmation of institutional contribution for investments (if applicable), letter guaranteeing continuity of project supervision (if applicable), and Kennisveiligheidsverklaring; all non-budget attachments must be PDF
• No other attachment types accepted
• Recommended (but not mandatory) participation in NWO matchmaking event (22 May 2025)
• Compliance with national knowledge security guidelines
• Responsible research data management: data management plan to be prepared after grant award and before project start
• Assessment procedure: two-stage assessment (initiative feedback, full proposal with referee reports, rebuttal opportunity, assessment committee recommendation, NWO Executive Board decision in April 2026)
