What is the Horizon Standardisation Booster (CSA) Call?

Grant Description
This coordination and support action will establish a full-fledged standardisation mentoring scheme to bridge research and innovation projects with standardisation bodies. It will provide expert services to valorise project results through creation or revision of standards, further develop and promote the HSbooster.eu platform and tools, expand the existing Training Academy based on user feedback, and scale services to national publicly funded research projects.

• Increased participation of research performers in standardisation activities, establishing a long-term, sustainable link between R&I and standardisation.

• Increased development and adaptation of standards to meet new industrial needs—particularly in critical technology areas—driven by EU and national research.

• Increased uptake of new technologies through enhanced and accelerated standardisation activities.
Funded areas

Scope Requirements

• Build upon achievements and lessons learned from the HS Booster pilot (April 2022–March 2025).

• Align all activities with the EU Standardisation Strategy, the Code of Practice on standardisation, and relevant Commission communications (Digital Decade, New Industrial Strategy, EU standardisation strategy, Advanced Materials, Economic Security).

• Target technology domains identified in the Commission Recommendation on critical technology areas for the EU’s economic security.

• Test and validate the relevance of R&I outputs for the creation or revision of European and international standards.

• Further develop and exploit the HSbooster.eu platform and tools to maximize reach and efficiency.

• Enhance and expand the existing Training Academy with new modules, iterative improvements based on user feedback and data tracking, and promotion to the R&I community.

• Scale and implement the booster service at member state level, extending eligibility beyond Horizon 2020/Europe to national publicly funded R&I projects.

• Ensure broad engagement of beneficiaries in formal standardisation bodies and processes.

• Form a consortium of standardisation experts—such as standard development organisations, RTOs, universities, SMEs, industry partners, innovation agencies and national metrology institutes—capable of delivering the full range of services.

Special Conditions

• Type of grant: HORIZON Lump Sum Grant (HORIZON-AG-LS), under Horizon Europe Coordination and Support Actions.

• Beneficiaries may provide financial support to third parties in the form of grants, with a maximum of EUR 60 000 per third party.

• Proposals must comply with admissibility, eligibility, financial and operational capacity, and exclusion criteria as set out in General Annexes A–C of the Horizon Europe Work Programme.

• Evaluation and award follow Annexes D–F (award criteria, scoring, thresholds, procedures, timelines).

• Legal and financial set-up governed by Annex G and the Lump Sum Decision of 7 July 2021.

• Submission is single-stage by 23 September 2025, 17:00 Brussels time; page limits and layout per Annexes A and E and Part B of the application form.

• Participants must be from eligible EU Member States, Associated Countries, or non-Associated Countries providing specific funding.

• Applications must use the specific application and evaluation templates (HE CSA) and adhere to guidance in the Horizon Europe Programme Guide and Lump Sums guidance document.

• Consortium composition is recommended but not mandatory.
