Expected Outcomes

- Improved, modern and validated tools, skills, methodologies and innovative training curricula for civilian humanitarian demining and UXO disposal practitioners, in line with legislation and fundamental rights
• Enhanced education activities to reduce risks of injuries from anti-personnel mines and unexploded ordnance among civilian populations
• Deeper understanding of key challenges and best practices in humanitarian demining and explosive ordnance risk education, incorporating insights from Ukrainian operations
• Evidence-based support to EU policy-makers for the strategic shaping and enhancement of EU mine action policies
Funded areas

Scope Requirements

- Target post-conflict civilian areas contaminated by anti-personnel mines, UXO and IEDs hindering safe return and economic activity
• Develop new, improved, innovative or disruptive solutions compliant with all applicable legislation and fundamental rights
• Accompany demining solutions with comprehensive training curricula
• Implement risk education initiatives with NGO collaboration, sustainability planning and thorough needs assessments
• Include plans for demonstration, testing and validation of all technical and educational outputs
• Outline clear strategies for uptake and upscaling at national, EU and global levels after project conclusion
• Build on, without duplicating, previous EU and international research in humanitarian demining and explosive ordnance risk education
• Establish connections and complementarities with other related initiatives and projects
• Ensure activities address both technological demining and societal risk education in balance
• Deliver a mid-term practitioner-led assessment to secure timely feedback and course correction
• Create opportunities for direct involvement of affected communities and Ukrainian stakeholders
Additional Conditions for Applicants

Special Conditions

- Consortium must include, as beneficiaries: at least one international humanitarian demining organisation and two local or regional NGOs active in humanitarian demining, drawn from a minimum of three different EU Member States or Associated Countries (including Ukraine)
• Mandatory participation of at least one Ukrainian entity with demonstrable competence in humanitarian demining/UXO disposal
• Applicants must complete the “Information about security practitioners” annex in the prescribed template
• Projects using satellite-based earth observation, positioning, navigation or timing data must employ Copernicus and/or Galileo/EGNOS services
• Adherence to general admissibility (page limits, layout), eligibility (countries, capacity, exclusion) and evaluation criteria as per Horizon Europe Work Programme General Annexes
• Use of the standard IA application and evaluation forms; compliance with Annex D scoring and thresholds
• Full responsibility on applicants to justify how beneficiaries meet all additional topic-specific eligibility conditions
