Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to all of the following:
• Material and product manufacturers apply ecodesign principles in product development and manufacturing, equipped with methods to assess performance against upcoming ESPR requirements and to drive sustainability innovations
• Market surveillance authorities and notified bodies are equipped with robust, validated methods for verifying product compliance with ecodesign requirements
• Consumers have access to reliable, verified information on product ecodesign performance
• Consumers benefit from more sustainable and circular products, characterized by durability, reliability, reparability, reusability, upgradability, recyclability and increased recycled content
Funded areas

Scope Requirements

Proposals must:
• Select at least one of the following product groups: detergents, paints, chemicals, non-ferrous metals, home/interior textiles, footwear or toys
• Within each chosen group, include representative sub-categories referencing relevant European, international and national classification systems and standards
• Align with all ESPR provisions (Art. 5; Annex I) and generate data to underpin preparatory studies for setting performance and information requirements
• Reference and build upon:

• The revised JRC MEErP methodology

• The 2024 JRC Study on New Product Priorities under ESPR

• EN 455XX material efficiency standards for energy-related products

• Safe and Sustainable by Design (SSbD) principles for chemicals and materials

• Existing ecodesign requirement methods under Directive 2009/125/EC and the updated MEErP

• EU Ecolabel Regulation (EC No 66/2010), Industrial Emissions Directive (2010/75/EU), EU Taxonomy technical screening criteria (Regulation 2020/852), Do No Significant Harm principles and green public procurement criteria
• Assess and, as appropriate, further develop existing methods for setting ecodesign requirements in relation to the selected product parameters over the product life cycle
• Develop, test and validate theoretical and practical testing methods, demonstrating suitability, repeatability and reproducibility
• Map material flows and evaluate impacts of proposed requirements on primary and secondary material availability across value chains
• Generate and analyse consumer behaviour data relevant to ecodesign parameters
• Address capacity and skills gaps in SMEs by developing targeted learning and training materials for dissemination across relevant companies and value chains
• Engage with JRC and Member State authorities for enforcement to ensure alignment and uptake of results

• Lump sum funding governed by the Decision of 7 July 2021 on lump sum contributions under Horizon Europe
• Eligibility: as per Horizon Europe Work Programme General Annexes (Annex B); non-EU/non-Associated country participation subject to specific provisions; financial and operational capacity assessed per Annex C
• Joint Research Centre (JRC) may participate as a consortium member
• Evaluation criteria, scoring and thresholds per General Annex D; submission and evaluation processes per Annex F; application and evaluation form templates and guidance available in the Submission System and Horizon Europe Programme Guide
• Projects must comply with all relevant EU legislation, regulations and standards cited in the scope
• Applicants are encouraged to demonstrate cooperation with JRC science for policy activities and involve Member State market surveillance authorities or notified bodies
