Grant Description
This topic supports research into undeclared and under-declared work and evasion of compulsory payments. It funds multidisciplinary social science and humanities studies to quantify and characterise undeclared labour, identify structural drivers and behavioural determinants, assess impacts of disruptive technologies, and evaluate policy interventions. Expected outputs include evidence on scope and characteristics of undeclared work and actionable policy recommendations.

Projects should deliver:
1. New insights for policymakers and social partners into the scope and characteristics of un(der)declared work and the actors involved
2. Actionable, evidence-based policy recommendations to reduce the prevalence of un(der)declared work and mitigate its adverse social and economic consequences
Funded areas

Scope Requirements

Proposals must:
• Advance research on the scope, volume and characteristics of un(der)declared work and evasion of compulsory payments linked to workers’ remuneration
• Address causes and structural drivers behind such practices
• Provide evidence-based assessment of policies seeking to tackle un(der)declared work and evasion
• Focus on a group of economies with heterogeneous prevalence of un(der)declared work
• Consider the impact of disruptive technologies on proliferation and changing features of un(der)declared work
• Optionally target one or more of the following: social desirability bias methods; experiments/counterfactual policy analysis; cooperation mechanisms among authorities; machine learning applications; platform-economy contexts; mobile workers; behavioural drivers; socio-demographic typologies; links to tax/social security; gender/social stratification analyses
• Leverage EOSC-federated research infrastructures and relevant Data Spaces
• Ensure all generated data is FAIR (Findable, Accessible, Interoperable, Re-usable)

- Funding via lump sum grant under Horizon Europe RIA (HORIZON-AG-LS model)
• Single-stage submission by 16 Sept 2025, 17:00 Brussels time; Part B page limit 50 pages plus detailed budget table template
• Adherence to general annexes: eligibility of participants (Annex B), exclusion/financial capacity (Annex C), evaluation rules (Annex D/E/F), MGA terms (Annex G)
• Select and align with the appropriate Destination from the Work Programme (Innovative Research on Social and Economic Transformations)
• International cooperation encouraged
• Proposals must cluster with other relevant projects and engage with stakeholders (policymakers, social partners, civil society, VET providers, SMEs)
• Use services of EU-funded Research Infrastructures (e.g. CESSDA) where relevant
