Required Results for Successful Funding

Expected Outcomes

Proposals should deliver results that contribute to one or more of the following:
• Persons with intellectual disabilities and their families enjoy improved quality of life, greater empowerment and increased independence through support from innovative research.
• The scientific community develops new medical, technological, digital or other solutions to reverse and/or reduce the severity of intellectual disabilities at the earliest possible stage—especially in children—thereby enhancing health, autonomy and reducing caregiver burden.
• Policymakers, health and care services, patient organisations, funders, the scientific community and other relevant bodies are informed of research advances and best practices addressing the health and needs of persons with intellectual disabilities, ultimately reducing the impact of these disabilities on individuals, families and society.

Scope Requirements

Proposals must:
• Address one or more intellectual developmental disorders as defined in WHO ICD-11 (codes 6A00, 20 Developmental anomalies), including LD 40 (complete trisomies), LD 90 (conditions with intellectual developmental features), and autism spectrum disorder subtypes 6A02.1, 6A02.3, 6A02.5.
• Focus on persons with long-term intellectual disabilities and their formal and informal carers (including aging family members) in a human-centred manner.
• Aim to improve quality of life, empowerment and independence, and to minimize daily life impact by preventing disease worsening or reducing disability severity.
• Tackle several of the specified research areas (early diagnosis, medical/technological interventions, comorbidity management, transitional care, empowerment, assistive solutions, care services, integrated care, caregiver training).
• Incorporate sex and gender analyses to identify and address diagnostic biases and differential treatment needs.
• Ensure any health technology or medical intervention complies with relevant regulatory requirements and is grounded in robust scientific evidence.
• Include effective contributions from Social Sciences and Humanities disciplines.
• Allocate budget and planning for participation in networking and joint activities.
• If clinical studies are envisaged, provide full study details in the dedicated annex at Stage 2 using the system template.
Additional Conditions for Applicants

Special Conditions

- Two-stage submission under a blind evaluation pilot: Stage 1 evaluated anonymously on Excellence and Impact (threshold 4 each; overall budget-based selection), Stage 2 adding Implementation (threshold 4; cumulative 12).
• Lump Sum Grant (HORIZON-AG-LS) under Horizon Europe for Research and Innovation Actions (RIA).
• Eligible participants: legal entities from EU Member States, Horizon Europe Associated Countries (per Annex B), and US entities; must meet Annex C exclusion and capacity criteria.
• Proposal page limits and layout per Part B of the Application Form; anonymity requirements in abstracts and Part B for Stage 1.
• Use of Copernicus and/or Galileo/EGNOS mandatory if projects require satellite-based data.
• Detailed budget table with cost estimates required to justify the lump sum; predefined project budgets: €6–8 million.
• Must comply with Horizon Europe General Annexes A–G (admissibility, evaluation, legal/financial setup).
• Include budget for regular joint meetings; other joint activity costs may be covered without detailed workplans at submission.
• Applicants invited to Stage 2 with clinical studies must complete the clinical studies annex using the provided template.
• Projects are encouraged to explore synergies with other Horizon Europe projects (Clusters 1 and 2) and participate in joint workshops and communication activities.
