Required Results for Successful Funding

Expected Outcomes

• Increased knowledge of suitable indicators to measure CE progress and level in local communities, households or company value chains, including associated impacts such as GHG emissions, using Environmental Footprint and Consumption Footprint methods

• Availability of recommendations on further development of these indicators, including guidance on necessary data collection

• Guidance and recommendations for local public authorities, social economy entities and financial institutions on how to apply these indicators to support circularity-transition activities
Funded areas

Scope Requirements

• Develop and test one or more sets of simple and meaningful CE indicators for monitoring progress at the microeconomic level (cities, regions, households, companies)

• Ensure indicators support decision-making by public administrations and financial institutions in circularity transition measures

• Test indicator operability in both public/private investment contexts and municipal/regional governance

• If multiple sets are produced for different user groups, design them to be compatible and share a core set of indicators

• Thematise and justify the reasons for and benefits of using these indicators

• Adopt a full life-cycle perspective and incorporate existing instruments, such as the Consumption Footprint indicator

• Ensure results are of direct relevance to the CCRI by planning joint activities, clustering and synergies with CCRI projects and the CCRI CSO

• Engage with or facilitate access to JRC expertise in circular economy policy, including potential JRC participation in the Scientific Advisory Board

Special Conditions

• Funding in the form of lump sum grants under Horizon Europe Lump Sum Decision (7 July 2021)

• Single-stage submission via the Funding & Tenders Portal by 17 September 2025, 17:00 Brussels time

• Admissibility: comply with page limits and layout (Annex A and E of HE Work Programme General Annexes)

• Eligibility: in line with Annex B; non-associated third-country participants may require national co-funding

• Financial and operational capacity and exclusion criteria per Annex C

• Evaluation and award criteria, scoring and thresholds per Annex D; processes per Annex F

• Use the specific HE RIA application form and evaluation templates; Lump Sum Detailed Budget Table required

• The JRC may join as a consortium member and participate in project governance

• Proposals must select the relevant Work Programme destination and integrate its expected impacts and impacts on disadvantaged groups as appropriate

• Encourage synergies with CCRI, the New European Bauhaus Facility and other relevant partnerships, missions and JRC activities
