Required Results for Successful Funding

Expected Outcomes

• Demonstrate and quantify the added value of IAMs—particularly 2DMs and EO polymers—in integrated photonic devices and systems, evidencing substantial reductions in power consumption.
• Deliver miniaturized, high-performance photonic integrated technologies that outperform existing solutions in terms of bandwidth, energy efficiency, cost and novel functionality.
• Validate the feasibility of scalable, volume-production routes compatible with current semiconductor manufacturing infrastructures.
• Produce and test packaged prototypes (with electronics) under relevant conditions, proving readiness for future telecommunication networks.
• Establish clear pathways for Europe to build competitive value chains in IAM-enabled photonics, strengthening technological sovereignty and market leadership.

Scope Requirements

• Focus on IAM-based solutions (including 2DMs and EO polymers) that deliver state-of-the-art performance with ultra-low power consumption.
• Demonstrate scalability for volume production using existing semiconductor manufacturing infrastructure.
• Ensure compatibility with current photonic integrated platforms and low-voltage driving electronics to minimize energy use.
• Integrate the full value chain: electronic/photonic design, photonic circuit fabrication, IAM synthesis, testing, wafer-scale production, co-integration and co-packaging.
• Develop and package device prototypes (with electronics) for validation in realistic operational environments.
• Leverage European analytical research infrastructures (ARIE network) where relevant.
• Build on existing standards; include standardisation in innovation and dissemination plans.
• Allocate adequate resources for partnerships and synergies with IAM 4 EU stakeholders, Graphene Flagship (for 2DM-based proposals) and national/associate country projects.
• Gender dimension analysis is optional, not mandatory.
Additional Conditions for Applicants

Special Conditions

• The integration of a sex/gender dimension in R&I content is not mandatory for this topic.
• Legal entities established in China are ineligible for participation in Innovation Actions under this call.
• Proposals must form part of the IAM 4 EU partnership portfolio and actively contribute to its objectives.
• Applicants should consider EU policy frameworks: Critical Raw Materials Act, European Green Deal requirements, and apply the ‘Safe and Sustainable by Design’ (SSbD) approach where appropriate.
• Proposers are encouraged (but not required) to make voluntary data/indicator contributions to JRC platforms (INCITE, EIGL) to enhance policy relevance.
• Proposals must comply with all Horizon Europe General Annexes covering admissibility, eligibility, evaluation, financial/operational capacity, and legal/financial grant setup.
• Standard application and evaluation forms (RIA/IA) and the Horizon Europe Programme Guide apply.
