What is the Innovative Advanced Materials Innovation Procurement (CSA) Call?

Grant Description
Coordination and support activities to build a Europe-wide consortium of public procurers defining unmet procurement needs for innovative solutions based on advanced materials. Includes preparing Pre-Commercial Procurement and Public Procurement of Innovative Solutions topics, open market consultation, barrier analysis and stakeholder engagement to drive resource and energy efficiency, align procurement with policy objectives and identify standardisation needs.
Required Results for Successful Funding

Expected Outcomes

• Public procurement processes at EU level leverage innovation procurement methods to stimulate development and uptake of advanced-materials solutions tailored to public buyer needs.

• Market transformation is driven by aligning public procurement strategies with EU policy objectives, notably the twin green and digital transition.

• A structured market dialogue is established between public demand, industry and research organisations, closing gaps between procurement roadmaps and innovation development.

• Concrete proposals for amending Commission guidelines and sharing of best practices on innovation procurement are developed, targeting resource and energy efficiency improvements enabled by advanced materials.

• Standardisation needs for public procurers are identified and articulated, supporting harmonised adoption of advanced materials in line with the Commission’s Advanced Materials for Industry Leadership communication.

Scope Requirements

Consortia must be led by public procurement authorities and must:

• Target sectors where public buyers play a key role (e.g. construction, mobility, electronics, energy).

• Focus on advanced materials that deliver new or superior functionalities (e.g. thermal insulation, protective coatings, durability, recyclability) and that support EU policy objectives (European Green Deal, Net-Zero Industry Act, Critical Raw Materials Act, Ecodesign for Sustainable Products Regulation).

• Align procurement topics with mandatory public-procurement requirements under the Energy Efficiency Directive, Net-Zero Industry Act and Ecodesign Regulation, using award criteria beyond lowest price (e.g. performance, sustainability).

• Demonstrate how planned PCP/PPI topics will drive market transformation towards the twin green and digital transition, strengthen EU resilience and substitute critical raw materials.

• Include activities for open market consultation, market/barrier analysis and stakeholder engagement to ensure future procurement topics are well-calibrated to market realities and policy goals.

• Select and justify the relevant WP destination (e.g. open strategic autonomy in raw materials, chemicals and innovative materials) and integrate its expected impacts into the proposal.

Special Conditions

• Type of action: HORIZON Coordination and Support Action (CSA) with lump-sum grant (HORIZON-AG-LS), single-stage procedure.

• Proposals must comply with page limits and layout rules set out in Annexes A, E and Part B of the WP General Annexes and Application Form.

• Participants and costs must be eligible under Annex B (eligible countries) and Annex G (lump-sum funding) of the Horizon Europe Work Programme; financial and operational capacity assessed per Annex C.

• Evaluation criteria, scoring and thresholds defined in Annex D; submission and evaluation procedures in Annex F.

• Applicants must select the relevant destination in the Industry WP and address its description and expected impacts.

• Use the specific HE CSA application form and evaluation templates, and abide by the lump-sum decision of 7 July 2021. No change of call/type after submission.
