Expected Outcomes

1. Tangible reduction in construction and renovation costs for social and affordable housing without compromising build quality.
2. Increased availability and affordability of high-quality housing for diverse and vulnerable groups across Europe.
3. Significant cuts in energy consumption, carbon emissions and resource usage in social and affordable housing, alongside demonstrably enhanced climate adaptability and resilience.
4. Heightened awareness among construction ecosystem and real estate stakeholders of innovative, affordable and sustainable building approaches, fostering broader uptake and market transformation.

Scope Requirements

• Address the full value chain of social and affordable housing services (definition, procurement, delivery, financing, management).

• Apply two separate demonstration projects (new construction and renovation/retrofitting) using only building technologies and construction methods already on the market.

• Achieve demonstrable improvements in construction/renovation efficiency, speed, affordability and quality without sacrificing standards.

• Integrate environmentally sustainable practices (nature-based solutions, carbon-storing materials) to cut energy consumption, carbon footprint, pollution and resource use while enhancing climate adaptability and resilience to natural and human-made hazards.

• Deliver architecturally and contextually appropriate, aesthetically pleasing housing that contributes positively to the local landscape and respects heritage.

• Improve inhabitants’ well-being, inclusion and living conditions; for retrofits, minimise resident disruption and enhance accessibility.

• Include social care homes, elderly housing and other inclusive residential facilities as eligible testbeds.

• Optionally award FSTP grants (max EUR 60 000 each) to SMEs and social housing actors for uptake and scaling of innovations.

• Employ participatory and transdisciplinary approaches, integrating public authorities, local communities, civil society, private owners and multiple disciplines (architecture, design, arts, engineering, health, SSH).

• Ensure effective contribution of SSH disciplines and dedicate at least 0.2% of total project budget to sharing results with the New European Bauhaus hub.
Additional Conditions for Applicants

Special Conditions

• Financial Support to Third Parties (FSTP) is permissible only as grants, capped at EUR 60 000 per third party.

• Proposals must dedicate a minimum of 0.2% of their total budget to engage with and share results via the Coordination and Support Action “New European Bauhaus hub for results and impact” (HORIZON-MISS-2024-NEB-01-03).

• Only building technologies and methods already commercially available may be used in the demonstration packages.

• Projects must explicitly integrate Social Sciences and Humanities (SSH) expertise, institutions and working principles as defined in the NEB glossary to maximise societal impact.

• Single-stage submission under Horizon Europe Innovation Actions (HORIZON-IA), subject to admissibility, eligibility, capacity and exclusion criteria set out in the Work Programme General Annexes.

• Geographic and consortium composition must comply with the eligibility rules (Annex B) and financial/legal requirements (Annex C/G) of Horizon Europe.

• Projects must adhere to NEB working principles, participatory processes and transdisciplinary collaboration requirements.
