Required Results for Successful Funding

Expected Outcomes

• Demonstrated integrated solutions for climate-neutral and resilient transport infrastructure achieving:
– ≥50% recycled or recycled-sourced construction materials;
– ≥30% pollutant emission reduction (life cycle basis);
– Maintenance of ≥80% network capacity under disruptions;
– Reduced ecosystem degradation and habitat fragmentation throughout the infrastructure life cycle.

• Structured analysis and recommendations for new or revised EU standards in construction, inspection, maintenance and deconstruction to support decarbonisation and resilience.

• A guiding document outlining necessary adaptations to public procurement rules, embedding clear sustainability and resilience award criteria.

• Validated business plans demonstrating economic viability and pathways to market uptake for proposed solutions.

• Nature-based solution case studies showcasing minimized environmental impact and biodiversity protection.

• A set of monitored indicators with baselines and quantified targets for each demonstration site, informing ongoing policy and investment decisions.
Funded areas

Scope Requirements

1. Alignment with the European Green Deal and the EU Sustainable and Smart Mobility Strategy: achieving climate neutrality by 2050 and 90% reduction in transport GHG emissions by 2050.
2. Triple challenge coverage: (a) limiting life-cycle emissions of transport infrastructure; (b) enhancing climate resilience (extreme weather, human-induced events); (c) addressing environmental and biodiversity impacts.
3. Full life-cycle approach: from material sourcing, construction, operation and maintenance through to decommissioning, including circularity and LCA.
4. Demonstrations must:

• Validate solutions in at least two large-scale real-world deployments;

• Involve at least two different transport infrastructure types;

• Be located on at least two different TEN-T corridors;

• Cover different environmental contexts and life-cycle phases.
5. Performance targets: ≥50% recycled or recycled-sourced materials; ≥30% reduction in pollutant emissions (life cycle basis); ≥80% network-level capacity during disruptions; minimised ecosystem degradation and habitat fragmentation.
6. Economic viability: inclusion of CBA and business plans supporting implementation and scale-up.
7. Standards and procurement: structured analysis of standardisation needs; development of guidance on public procurement adaptations for sustainability and resilience.
8. Indicators and monitoring: development of site-specific baselines, quantified targets and a monitoring framework.
9. Policy and technology foresight: consideration of evolving TEN-T regulations, European Climate Risk Assessment (EUCRA), cascading impacts, and recent policy Communications.
10. Build on and integrate results from previous EU-funded projects in resilient/sustainable infrastructure, advanced materials, digitalisation, asset management, decision support, automation and standards development.
11. Proposals using AI must demonstrate robustness and risk mitigation.
Additional Conditions for Applicants

Special Conditions

• Submission: single-stage; deadline 20 January 2026, 17:00 Brussels time via the EU Funding & Tenders Portal.

• Budget and funding: total topic budget EUR 24 000 000; indicative grant size around EUR 8 000 000 per project; under HORIZON Innovation Actions (HORIZON-IA, MGA HORIZON-AG).

• Consortium composition: multi-disciplinary partnerships covering engineering, environmental sciences, economics, policy and stakeholders from across at least three Member States or associated countries, ensuring coverage of required infrastructure types and TEN-T corridors.

• Demonstrations: minimum of two, in different corridors and infrastructure types; projects must secure access to operational sites and relevant authorities for testing.

• Compliance: adherence to Horizon Europe MGA rules, EU ethics and data protection requirements, and open science/data sharing policies.

• AI systems: where used, must comply with EU AI Act principles and demonstrate robustness, transparency and human oversight.

• Previous results: projects must map and build upon outcomes from relevant past EU projects and use existing EU guidance documents.

• Deliverables: structured analysis reports on standards; guiding document for procurement adaptations; monitoring dashboard for indicators; public dissemination of demonstrations and business plans.
