Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to all of the following:

• Energy consumers gain access to affordable, clean and secure energy with lower environmental impacts and improved health and safety working conditions along the entire value chain.

• The European wind-energy supply chain strengthens its strategic autonomy, technology leadership, competitiveness and technology export potential.

• The deployment of wind energy in Europe is facilitated by innovations enabling large-volume manufacturing, thereby contributing to the achievement of the Net Zero Industry Act.
Funded areas

Scope Requirements

Proposals must address at least three of the following aspects:
1. Innovative manufacturing technologies that improve health and safety working conditions of staff along the supply chain, incorporating a gender perspective.
2. Manufacturing processes that reduce energy and material consumption, enhance circularity, lower costs and decrease pollution.
3. Automated and/or semi-automated manufacturing solutions ensuring high-quality products, high productivity, longer operational lifetime and greater reliability of wind energy systems.
4. Manufacturing solutions enabling high production throughput, optimised logistics and transport of components, with minimized impacts on the environment, cultural heritage, landscapes and people.

In addition, proposals must:

• Analyse and report on the standardisation potential of the solutions and link to ongoing standardisation efforts.

• Include a clear go/no-go milestone before entering the demonstration phase, with deliverables comprising detailed engineering plans, a techno-economic assessment and all required permits, plus a convincing pathway and timeline to secure those permits.

• Assess the sustainability of the proposed solutions in both environmental and socio-economic terms.

• Plan and execute a demonstration at realistic, representative scale for a continuous period of at least six months.

• When improving health and safety conditions, give special consideration to gender dimensions.

• Provide an exploitation and dissemination plan with a strategy for product/process/service uptake, preliminary plans for scalability, commercialisation and deployment, and identification of potential funding sources (especially the Innovation Fund).

Special Conditions

• Grant type: Horizon Europe Innovation Actions (HORIZON-IA) under Lump Sum Grant (HORIZON-AG-LS), single-stage submission.

• Eligible costs: Manufacturing costs are eligible if strictly necessary to achieve expected outcomes.

• Admissibility, eligibility, evaluation criteria, scoring, thresholds, submission and evaluation processes, legal and financial set-up, and model grant agreement conditions as described in the Horizon Europe Work Programme General Annexes (Annexes A–G, Application Forms, MGA templates).

• Standardisation support: Projects are expected to liaise with CEN-CENELEC and ETSI Research Helpdesks and to propose contributions to existing standardisation efforts.

• Permits and go/no-go milestone: A firm consortium decision point with all engineering plans, techno-economic assessment and permits in place is mandatory before demonstration.

• Demonstration conditions: Must be realistic, representative scale, continuous for at least six months.

• Gender dimension: Mandatory integration of gender considerations when addressing health and safety improvements.

• Exploitation obligations: If exploitation involves creating a product, process or service, the exploitation plan must include feasibility study, business plan, scalability, commercialisation and deployment strategy, and identification of potential post-project funding (notably the Innovation Fund).

• Compliance with Horizon Europe Programme Guide, Online Manual, Funding & Tenders Portal terms, and relevant EU financial regulations.
