Grant Description
This innovation action supports co-creation and testing of a comprehensive toolbox of scientific outputs and traditional knowledge, a user-friendly digital interface and online platform, and living labs to enhance resilience of Atlantic coastal communities to climate change and environmental threats. It builds community climate literacy through inclusive learning spaces, fosters innovation and professional skills, and contributes to the All-Atlantic Ocean Research and Innovation Alliance.

Expected Outcomes

Project results are expected to contribute to:
• Delivering tangible benefits and support to Atlantic coastal communities, managing authorities and citizens, increasing resilience to climate change and environmental challenges affecting coastal ecosystems
• Enhancing capacities for adaptation by fostering innovation, professional skills and intergenerational competences, and building community climate change literacy through inclusive, culturally-aware learning spaces
• Contributing to implementation of the All-Atlantic Ocean Research and Innovation Alliance (AAORIA) Declaration, particularly the action area on increasing resilience of coastal communities
Funded areas

Scope Requirements

Proposals must:
1. Engage with Atlantic coastal communities to gather needs, local cultural heritage, traditional knowledge and current adaptation strategies
2. Build on the OKEANO project to develop and test a dynamic toolbox of scientific outputs and traditional knowledge, including nature-based solutions, methods to anticipate impacts on vulnerable groups and to avoid maladaptation, accounting for gender and other social dimensions
3. Design an interface (digital and participatory) enabling communities to choose a tailor-made mix of resilience solutions, increase societal buy-in and mitigate maladaptation risks
4. Develop a user-friendly online platform with interoperable, tailor-made applications and API integration with existing decision-making, mapping and planning tools (e.g. Mission Restore our Ocean and Waters, Mission Adaptation to Climate Change)
5. Pilot and co-create the toolbox and interface in multiple living labs across diverse Atlantic settings, using participatory processes and involving local authorities, citizens, NGOs, businesses and other stakeholders
6. Establish and sustain learning spaces, training programs, knowledge exchange and participatory visioning to empower evidence-based decision-making
7. Implement a multi-actor approach and integrate Social Sciences & Humanities (including gender studies and citizen social science)
8. Encourage international cooperation, especially with AAORIA partner countries
9. Ensure complementarities and avoid overlaps by collaborating with ongoing Horizon Europe projects (OKEANO, HORIZON-MISS-2025-01-CLIMA-03, A-AAGORA, CLIMAREST, Mission Ocean Implementation Platform), previous Horizon 2020/Europe projects (TRIATLAS, ADAPT 4 COAST, ILIAD, Destin E, EU Digital Twin of the Ocean) and OSPAR Convention initiatives

Special Conditions

- Mandatory multi-actor approach throughout the project
• Exceptional eligibility: legal entities established in Brazil may receive Union funding
• Required participation of at least three legal entities from at least three of these AAORIA partner countries: Argentina, Brazil, Canada, Cape Verde, Ghana, Iceland, Morocco, Norway, Senegal, South Africa, United Kingdom, United States of America
• Proposals should “should” (recommended) work with the OKEANO project and other ongoing Horizon initiatives; collaboration is encouraged but not strictly mandatory
• International cooperation with AAORIA partners and other Atlantic countries is strongly encouraged
• Proposals must plan for digital API integration and interoperability with existing platforms
• Deadline: single-stage submission by 16 September 2025, 17:00 Brussels time
• Action type: HORIZON Innovation Action (HORIZON-IA), HORIZON Action Grant Budget-Based (HORIZON-AG)
