What is the Installation of Electric Vehicle Charging Stations in the Capital Region for Large Enterprises Call?

Grant Description
The call supports installation and expansion of publicly accessible electric vehicle charging infrastructure via private initiative in municipalities without Sustainable Urban Mobility Plans in the Capital Region, including at gas stations, railway and bus stations, airports, inland waterways and seaports. It aims to address the lack of charging points, increase electric vehicle adoption, and boost the public charging network.
Required Results for Successful Funding

Expected Outcomes

• Deliver at least 66 new operational public and semi-public EV charging access points, including very high-power outlets for freight vehicles and/or buses (Indicator RRFCI03);
• Expand and densify EV charging network at key transport nodes (fuel stations, railway/bus stations, airports, ports) in the Sostinės region;
• Enhance interoperability and user convenience through ad-hoc payment options, smart charging and real-time metering;
• Improve accessibility and inclusivity via universal-design compliant installations and 24/7 availability;
• Contribute to EU and national sustainable mobility and decarbonization targets by increasing EV infrastructure capacity and reducing greenhouse-gas emissions;
• Ensure long-term service continuity with mandatory maintenance contracts and data provision obligations for at least 5 years post-installation.

Scope Requirements

• Eligible applicants: legal entities classified as large enterprises under Lithuanian law, excluding those in sectors exempt under EU Regulation 651/2014 Art. 1(3) or 4;
• Region: Sostinės region municipalities only;
• Locations: privately owned real-estate gas stations, rail and bus stations, airports, inland waterways and seaports;
• Funding amount: total call budget €521 566.92; max grant per project €521 566.92; grant intensity up to 25 % of eligible costs; minimum own contribution 75 %;
• Project period: activities may start only after application submission and must be completed, with all costs incurred, paid and final payment request submitted by 2 January 2026;
• No advance payments;
• Eligible costs: acquisition and installation works must comply with the fixed unit rates (codes FĮ-35-01 through FĮ-35-15) published in the simplified cost sizes register; VAT, cross-financing and costs incurred after call deadline are not eligible.

Special Conditions

• Equipment: must be new and unused; connectors must meet EU/Lithuanian standards (EN 62196-2 for Type 2, EN 62196-3 for Combo 2); DC high-power outlets require fixed cables;
• Power classes: 11–22 kW, >22–49 kW, >49–149 kW, >149 kW; station’s requirements determined by its highest-power outlet;
• Payment: ad-hoc charging without pre-contract mandatory; AC/medium-power via QR code (ISO/IEC 18004:15) or equivalent; DC/high-power via payment card reader/contactless; payment device may serve multiple outlets;
• Information: ad-hoc pricing must be clearly displayed on station or in a mobile app; real-time and static data must be provided to the IS per open protocol; station must operate 24/7 or per published schedule; connectivity guaranteed;
• Accessibility: universal design (lighting, cameras, barrier-free approach, ramp if needed); parking bay dimensions (min. length 5 m, width 2.5 m, side clearance 1.5 m); device controls max 1.2 m above ground; cables ≤2 kg; screen legible under all lighting conditions;
• Environmental and safety: IP54 dust/water, IK10 impact resistance for freestanding units; 24-month factory warranty; maintenance contract ensuring fault repair within 10 working days;
• Registration: all installed charging points must have unique IDs and be registered in the public IS, providing both static and dynamic data;
• Procurement and legal: comply with EU funds implementation and public procurement rules; no works begun before registration; project on applicant-owned property; no installations on TEN-T corridors or in municipalities covered by 2014–2020 sustainable mobility plans;
• State aid: grant under de minimis or Reg. 651/2014; aid intensity 25 % for large enterprises in Sostinės region; de minimis limit €300 000 per 3-year rolling period; aid not available to undertakings in difficulty or fisheries/aquaculture sectors; documentation retention 10 years; notifications to Commission if thresholds exceeded.
