• Constant, robust low-carbon and cost-effective energy input to process industries via integrated renewable carriers
• Strategic industrial cooperation mechanisms to manage energy input fluctuations and optimise cost and energy efficiency
• Enhanced power grid stability and operational flexibility through on-site storage solutions and demand-side buffers
• Tools for renewable energy labelling, scheduling and price-compensation models to optimise grid loading
• Improved technical and economic feasibility of integrated renewable energy use in industrial sites versus alternative CO₂ reduction solutions
Funded areas

Scope Requirements

• Target energy-intensive industrial clusters or individual large plants integrating multiple renewable energy carriers with significant temporal variability
• Deliver fully integrated technology and prototype design including storage and dynamic operation under fluctuating inputs
• Account for logistics, risk assessment, management and safety at plant and site level
• Embed principles of industrial symbiosis and circularity, contributing to Hubs 4 Circularity evolution where applicable
• Ensure technical interfacing with power grids, hydrogen networks and district heating systems
• Integrate advanced digital solutions: distributed control, AI optimisation, model-based operation, secure data exchange under FAIR principles
• Demonstrate measurable improvements in energy efficiency, carbon footprint and grid stability, including peak buffering via storage
• Provide demand response and pricing models, renewable energy labelling and scheduling tools for optimal grid load balancing
• Validate solutions on real industrial sites via open-loop computations and parallel operations; real-site experiments encouraged
• Develop a robust business case and exploitation roadmap aligned with EU industrial decarbonisation goals
• Define a skills development plan leveraging existing education and training initiatives

• Type of Action: Horizon Europe Research and Innovation Action (RIA), single-stage submission
• Funding under Horizon Action Grant Budget-Based MGA (HORIZON-AG)
• Innovation Actions involving legal entities established in China are ineligible
• Proposals must comply with Horizon Europe General Annexes (A–G) and call-specific MGA conditions
• Eligible applicants as per Annex B; financial and operational capacity per Annex C; evaluation per Annex D and F
• Strict page limits and application form layout per Annex A and E
• Data management to adhere to FAIR principles; secure and trusted data sharing required
• Mandatory inclusion of a detailed business case and exploitation strategy (impact criterion)
• Mandatory skills development plan involving social partners and existing training initiatives
• Alignment with the Processes 4 Planet co-programmed partnership and relevant Destination description
• Voluntary contributions to JRC platforms (INCITE, EIGL) recommended
• Use of ESF+ for scalable training materials encouraged
