Research and innovation actions to design, implement and analyze high-level cryptographic protocols resistant to quantum attacks, ensure backward compatibility with legacy systems, and support standardization and open-source integration, thereby enhancing EU resilience against cyber and hybrid threats.
Required Results for Successful Funding

Expected Outcomes

Funded projects are expected to deliver: (1) the design and implementation of at least one high-level PQC protocol with security analysis showing no degradation compared to existing lower-level building blocks (KEMs, signatures, AEAD); (2) submission of these PQC-integrated protocols to relevant standardization bodies and/or contribution of specifications and implementations to open-source projects; (3) a requirements analysis identifying roadblocks and missing PQC building blocks needed to migrate high-level protocols; and, at a strategic level, to strengthen EU technological capabilities, digital sovereignty and resilience to cyber and hybrid threats, bolster European competitiveness and strategic autonomy in cybersecurity, and foster the European Cybersecurity Competence Community with an emphasis on security and privacy by design, particularly for SMEs.
Funded areas

Scope Requirements

Proposals must: target one or multiple high-level cryptographic protocols currently based on RSA or ECC and produce quantum-resistant versions; ensure backward compatibility with legacy systems; address domain-specific constraints (bandwidth, processing time) in areas such as IoT, cloud and automotive; cover both authenticity-focused and confidentiality-focused applications, including embedded hardware (secure elements, 2FA/MFA tokens); include atypical protocol designs of equivalent security where appropriate; perform detailed requirements analyses to highlight gaps and roadblocks in current PQC building blocks and propose their development; and assemble consortia that combine academic, public sector and industrial expertise to guarantee real-world applicability and robust testing.

Special Conditions

Participation is limited to legal entities in EU Member States, Horizon Europe Associated Countries and OECD countries; entities directly or indirectly controlled by non-eligible third countries are excluded (except for topic HORIZON-CL-3-2025-02-ECCC-03). Applicants (except for topic -03) must complete the Ownership Control Declaration Annex. The grant uses a lump sum model (HORIZON-AG-LS) with single-stage submission via the Funding & Tenders Portal by 12 November 2025, 17:00 Brussels time. Proposals must comply with admissibility conditions (page limits and layout per Annex A/E and Part B Application Form), eligibility (Annex B), financial/operational capacity and exclusion criteria (Annex C), and evaluation/award procedures (Annex D and F). Use the specified application and evaluation templates, the RIA/IA model grant agreement, the detailed lump sum budget table, and provide required security information. SME participation is particularly encouraged.
