What is the Intergenerational fairness in the context of demographic change in the EU Call?

Grant Description
This research action addresses the challenges of intergenerational fairness arising from demographic ageing in Europe. Projects will analyse key drivers of inequalities between generations, engage policy makers and citizens through quantitative and qualitative studies, and deliver an actionable policy plan with viable measures to reduce and prevent intergenerational imbalances across diverse population groups.

Expected Outcomes

Projects funded under this topic must: 1. Enhance understanding and engagement on intergenerational fairness among policy-makers, researchers and citizens by delivering robust quantitative and qualitative analyses of future trends and drivers in the EU. 2. Provide policy-makers with scientific knowledge (including social sciences and humanities insights) and high-quality data to inform evidence-based policies addressing intergenerational inequalities, with tailored interventions for diverse demographic groups ensuring gender, ethnic and socioeconomic inclusivity. 3. Develop a comprehensive action plan to guide policy-making, comprising a set of viable policy options to adapt the European economic and social model, reduce intergenerational imbalances and prevent future disparities, accounting for cross-policy synergies and factors influencing intergenerational fairness.

Scope Requirements

• Address demographic change (growth of 65+ population) and its challenges for intergenerational fairness across education, labour market, wealth, housing, well-being, health, environment, institutions and public services
• Provide an adequate framework covering past, current and future generational cohorts
• Analyze in depth at least three different drivers of intergenerational inequalities and their interdependence
• Apply an intersectional lens (gender, family structure, racial/ethnic origin, socioeconomic and migration background)
• Optional regional and/or national dimension
• Develop and/or forecast intergenerational fairness indicators
• Draw lessons from recent EU Member State policy interventions and propose or test adjustments via social innovation experiments
• Focus on democratic participation and socially inclusive co-creation of public values
• Encourage clustering and cooperation with other selected and relevant projects
• Leverage data and services from European Research Infrastructures (e.g., SHARE, EOSC) and Data Spaces
• Ensure all data produced is Findable, Accessible, Interoperable and Re-usable (FAIR)
• Consider involvement of the EC Joint Research Centre in project design and implementation

• Action type: Horizon Europe Research and Innovation Action (RIA) under lump sum grant model (HORIZON-AG-LS)
• Single-stage call: opens 15 May 2025, closes 16 September 2025 at 17:00 Brussels time
• Part B page limit: 50 pages; mandatory detailed budget table using provided template
• Funding: lump sum contributions per Decision of 7 July 2021; eligible costs defined in MGA
• Eligible countries: per Annex B of Work Programme General Annexes; certain non-associated third countries may participate under special provisions
• Joint Research Centre may join the consortium
• Financial and operational capacity and exclusion checks per Annex C
• Evaluation criteria, scoring and thresholds per Annex D; submission and evaluation processes per Annex F
• Applicants must select and consider the relevant destination description from the Work Programme (“Democracy”, “Heritage” or “Social and Economic Transformations”)
• Use of specific application and evaluation form templates and model grant agreement (MGA) versions provided in submission system
• Compliance with EU Grants AGA and Funding & Tenders portal terms and conditions
• Data management must follow FAIR principles and leverage European Open Science Cloud federated infrastructures
