Expected Outcomes

- Demonstration in space by 2030 of a pioneering, novel ISOS pilot mission with an operational robotic servicing component, unique among space-faring nations.
• Provision of seed components for a future EU in-space service infrastructure, driving a new in-space economy and maximising EU technology non-dependence.
• Increased EU freedom of action, resilience and protection of space assets.
• A sustainable, highly automated, digitalised, flexible and economically viable space infrastructure, supporting circular economy concepts (plug-and-play, module reuse/recycling).
• Matured detailed mission and system design, enabling technologies and operational concepts.
• Defined interfaces between servicing, HOST, logistics and satellite application components.
• Clear use cases and viable business models for governmental and/or commercial needs.
• Deliverables and results ready for uptake in subsequent mission phases.
• Contribution to medium-to-long term deployment of global space-based services and enhanced competitiveness of the European space sector.
Funded areas

Scope Requirements

Proposals must:
• Finalise detailed design for the ISOS servicing component based on previous/ongoing R&I, demonstrating achievement of all required TRLs.
• Contribute to the overall pilot mission design in close cooperation with other mission components, the ISOS Pilot Mission Coordination & Support Action, and the PMAG.
• Ensure full compliance and interoperability with the ISOS detailed pilot mission concept and support a potential standalone in-orbit demonstration (IOD) if accelerated.
• Develop at least one use case for servicing a real EU space asset, delivering a complete CONOPS.
• Provide a clear, concrete plan to raise all required technologies to the necessary TRL by project end.
• Describe complementarities with relevant Horizon Europe, Horizon 2020, ESA or national R&I activities (e.g. Future Space Ecosystem topics) and leverage existing European technologies and building blocks to ensure non-dependence and strengthen competitiveness.
• Assemble a balanced consortium reflecting Member States’ and Associated Countries’ expertise and capabilities.
• Integrate a gender dimension analysis in R&I content if relevant to research objectives.
Additional Conditions for Applicants

Special Conditions

- Eligible participants: legal entities established in EU Member States, Norway or Iceland. Entities controlled by non-eligible countries require guarantees assessed by their eligible country.
• Mandatory use of Copernicus and/or Galileo/EGNOS data/services if projects employ satellite-based EO or PNT.
• Proposal page limit: 60 pages.
• Submission under HORIZON Action Grant Budget-Based (RIA) model; standard Horizon Europe MGA and General Annexes apply.
• Completion and single-file upload of the Declaration of Ownership and Control questionnaire by all participants.
• Selected projects exceeding evaluation thresholds will receive a STEP Seal.
• Formal collaboration agreement required among projects selected under SPACE-22, 23, 24 and the ISOS Pilot Mission Coordination & Support Action.
• Gender dimension to be addressed only if relevant.
